The meeting was held directly at the Government Headquarters, online to the connecting points of ministries, ministerial-level agencies, government agencies and 63 provinces and centrally run cities. Attending the meeting were Deputy Prime Ministers, Deputy Heads of the Steering Committee Ho Duc Phoc and Bui Thanh Son; Ministers, Heads of ministerial-level agencies, government agencies; leaders of ministries, agencies and leaders of provinces and centrally run cities.

On the side of the Ministry of Science and Technology, there were Minister Nguyen Manh Hung and Deputy Minister Pham Duc Long.

Deputy Minister of Science and Technology Pham Duc Long announced the Prime Minister's Decision on the establishment of the Government Steering Committee on Science, Technology, Innovation and Digital Transformation Development and Project 06.

At the meeting, Deputy Minister of Science and Technology Pham Duc Long reported on the implementation of Resolution No. 03/NQ-CP dated January 9, 2025 of the Government implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

After the Conference to disseminate Resolution No. 57-NQ/TW, ministries, branches and localities have widely disseminated and raised awareness of science, technology, innovation and digital transformation. From December 22, 2024 to now, there have been 11,758 articles published by four press agencies with separate columns (Vnexpress, VietNamNet, Nhan Dan, and Information and Communications Magazine) and other newspapers in the available science and technology section. VTV, VOV and about 30 radio and television stations have opened columns and topics to disseminate Resolution 57.

On March 14, 2025, the Prime Minister issued Decision 598/QD-TTg establishing the Government Steering Committee on Science, Technology, Innovation and Digital Transformation and Project 06, with the Prime Minister as Chairman. By March 16, 2025, 14/22 ministries, ministerial-level agencies, government agencies and 54/63 localities have issued Action Plans to implement the Resolution. On March 16, 2025, the Ministry of Science and Technology sent a draft amendment to Resolution No. 03/NQ-CP to collect comments from ministries, branches and localities for timely completion and submission to the Government for promulgation in March 2025. The draft amendment to Resolution 03/NQ-CP was completed in accordance with the Prime Minister's direction of "5 clarity", "5 acceleration", "5 breakthroughs".

Regarding institutional improvement, the Government submitted to the National Assembly for approval Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and digital transformation at the 9th extraordinary session of the 15th National Assembly.

Accordingly, in terms of science, technology and innovation, Remove financial obstacles, allow financial autonomy, accept risks, apply lump sums to final products, do not require output commitments, exempt from criminal liability if research is unsuccessful; Remove barriers to commercialization of research results, grant ownership of research assets to facilities, ensure scientists receive at least 30% of the value, and are allowed to establish and operate businesses; Allow businesses to spend on science and technology outside the Fund and still be tax deductible.

Regarding digital transformation activities, implementing the Financial support policies to accelerate 5G deployment; Deploy 100% foreign-owned low-orbit satellite telecommunications services; Apply bidding designation for a number of digital transformation projects, especially in the 2025-2026 period; Allow bidding designation to implement bidding packages under the international submarine fiber optic cable project; Support 30% of the total investment value of the first semiconductor factory.

In addition, the Ministry of Science and Technology is completing the dossier of 5 important laws, expected to be submitted to the National Assembly in May 2025, including: Law on Digital Technology Industry, Law on Science, Technology and Innovation, Amended Law on Atomic Energy, Amended Law on Technical Standards and Regulations, Amended Law on Product and Goods Quality. The Ministry continues to review legal "bottlenecks" for the development of science, technology, innovation and digital transformation.

The Deputy Minister of Science and Technology also pointed out some shortcomings in the work of perfecting institutions: Ministries, branches and localities have not promptly reviewed and perfected regulations and laws to promote and transform activities into the digital environment; The number of legal documents and policy mechanisms that need to be focused on building, amending and supplementing is still large.

The meeting was held in person and online.

Investment, development and completion of infrastructure for science, technology and innovation have achieved certain results. Regarding digital infrastructure, Vietnam's mobile broadband download speed in February 2025 ranked 19th out of 103 countries compared to December 2024, up 18 places on the ranking. Vietnam's fixed broadband download speed in February 2025 reached 164.77 Mbit/s, ranked 35th out of 154 countries, up 3.42% compared to December 2024. 04 enterprises plan to invest in large-scale data centers with a total capacity of up to 220 MW, doubling the current capacity.

Regarding digital identity development, more than 87 million chip-embedded CCCD cards have been issued, over 55.25 million VNeID accounts have been activated, and 14.2 million driving licenses have been integrated. As of March 2025, more than 15.1 million digital signature certificates have been issued, with an average of 1.5 million digital signature certificates developed each month.

At the Conference, representatives of leaders of a number of ministries and branches gave important reports and discussions related to the results of the implementation of assigned tasks on Project 06, the progress of the implementation of the National Data Center; implementation of administrative reform tasks... Localities such as Binh Dinh and Dong Nai have deployed e-government models and administrative reforms, aiming to serve people more effectively. Viettel Group presented its plan to deploy 5G to cover the whole country, and proposed support to remove difficulties in purchasing technology equipment. FPT Group proposed to improve the legal corridor to develop national data.

Concluding the Conference, Prime Minister Pham Minh Chinh basically agreed with the content of the reports, discussions and opinions; assigned relevant agencies to receive opinions to complete and submit for promulgation the Conclusion of the Prime Minister and Head of the Steering Committee for unified implementation in the coming time.

The Prime Minister emphasized the importance of developing science, technology, innovation and digital transformation, administrative reform and implementing Project 06. These are tasks that "must be done, but must be done effectively, strongly transforming awareness into action, bringing about concrete results and benefits for the nation, people and the people".

The Prime Minister also pointed out the results achieved in implementing these tasks in the past time. The leadership and direction work has been deployed drastically, the implementation has been carried out synchronously with high determination from the Central to the grassroots, creating new momentum and new spirit in the whole society.

Immediately after the Politburo issued Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and digital transformation, on January 9, 2025, the Government issued Resolution No. 03/NQ-CP promulgating the Action Program to implement Resolution No. 57, ensuring quality and time as prescribed. 50/63 localities and 14/22 ministries, ministerial-level agencies and government agencies have issued action plans to implement the Resolution. The Government has also issued many resolutions, decisions, directives and telegrams on digital transformation, administrative reform and implementation of Project 06.

In addition, the Prime Minister also pointed out the shortcomings, limitations and slow-progress tasks, such as 5 decrees being issued late; many tasks in programs, plans and projects are still behind schedule and have not changed.

In the coming time, the Prime Minister clearly stated 5 viewpoints, guiding thoughts, 3 important tasks, in which he especially emphasized the reduction and simplification of administrative procedures without limits, promoting national digitalization and developing comprehensive digital citizens. The Prime Minister also requested to perfect open institutions, develop smooth infrastructure, promote the development of 5G coverage, fiber optic cable systems, satellites, especially databases. All levels, sectors, localities, enterprises, educational and training institutions develop and implement human resource training plans (from popular digital education to advanced, professional, high-quality)./.
