On February 18, the National Assembly passed a Resolution on the organizational structure of the Government; the structure of the number of Government members for the 15th National Assembly term (2021-2026) and the completion of 6 positions of Government members (2 Deputy Prime Ministers and 4 Ministers).

Accordingly, the organizational structure of the Government for the 2021-2026 term has 17 ministries and branches, including 14 ministries and 3 ministerial-level agencies, a reduction of 5 ministries and branches compared to before.

Establish 6 new ministries

Of the 17 ministries, the Government established 6 new ministries and kept the current 11 ministries.

The Ministry of Finance was established on the basis of merging the Ministry of Planning and Investment and the Ministry of Finance, with Mr. Nguyen Van Thang as Minister. The new Ministry of Finance basically inherits the functions and tasks of the two ministries; receives the functions, tasks, organizational structure of Vietnam Social Security, rights, obligations, and responsibilities of the owner representative for 18 state-owned corporations and groups after the dissolution of the State Capital Management Committee at managed enterprises.

The Ministry of Construction was established on the basis of merging the Ministry of Construction and the Ministry of Transport, with Mr. Tran Hong Minh as Minister. The new Ministry basically inherits the functions and tasks of the two ministries; transferring the functions and tasks of state management of testing and granting of road motor vehicle driving licenses from the Ministry of Transport to the Ministry of Public Security.

The Ministry of Agriculture and Environment was established on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, with Mr. Do Duc Duy as Minister; basically inheriting the functions and tasks of the two previous ministries and taking over the task of state management of poverty reduction from the Ministry of Labor, Invalids and Social Affairs.

The Ministry of Science and Technology was established on the basis of merging the Ministry of Science and Technology and the Ministry of Information and Communications, with Mr. Nguyen Manh Hung as Minister. The new Ministry of Science and Technology basically inherits the functions and tasks of the two previous ministries. In particular, the functions, tasks, and organizational structure of the press and publishing management of the Ministry of Information and Communications were transferred to the Ministry of Culture, Sports and Tourism.

The Ministry of Home Affairs was established on the basis of merging the Ministry of Home Affairs and the Ministry of Labor, Invalids and Social Affairs, with Ms. Pham Thi Thanh Tra as Minister. The new Ministry performs the functions and tasks of the current Ministry of Home Affairs and the state management functions of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, and gender equality from the Ministry of Labor, Invalids and Social Affairs.

Some state management functions of the Ministry of Labor, Invalids and Social Affairs were transferred to other ministries and sectors, such as: Vocational education was transferred to the Ministry of Education and Training; social protection, children, and prevention of social evils were transferred to the Ministry of Health; poverty reduction was transferred to the Ministry of Agriculture and Environment; drug addiction treatment and post-drug addiction treatment management were transferred to the Ministry of Public Security.

The Ministry of Ethnic Minorities and Religions was newly established on the basis of the current Ethnic Minorities Committee, which took over the functions, tasks, and organizational structure of the state management of religion from the Ministry of Home Affairs and supplemented and perfected the functions and tasks of state management of ethnic minorities. The Minister of the Ministry of Ethnic Minorities and Religions is Mr. Dao Ngoc Dung.

Eleven ministries and sectors will remain as they are: Ministry of National Defense, Ministry of Public Security, Ministry of Justice, Ministry of Industry and Trade, Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs, Ministry of Education and Training, Ministry of Health, Government Office, Government Inspectorate, State Bank of Vietnam. The ministerial personnel in these ministries will remain the same as they are now.

4 Politburo members, 12 PhDs

After the reorganization, the Government has 25 members including Prime Minister Pham Minh Chinh and 7 Deputy Prime Ministers: Nguyen Hoa Binh (Permanent), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Mai Van Chinh, Nguyen Chi Dung, Bui Thanh Son (also Minister of Foreign Affairs) and 17 ministers and heads of sectors. Compared to before the reorganization, the number of Government members decreased by 3 people.

The Government has 4 Politburo members: Prime Minister Pham Minh Chinh, Permanent Deputy Prime Minister Nguyen Hoa Binh, Minister of National Defense Phan Van Giang, and Minister of Public Security Luong Tam Quang.

In terms of professional qualifications, the Government has 12 doctors (accounting for 50%). Of these, 4 are doctors of law, including Prime Minister Pham Minh Chinh, Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Prime Minister Le Thanh Long, and Minister of Justice Nguyen Hai Ninh.

3 PhDs in Economics include 2 Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung and Minister of Finance Nguyen Van Thang. PhD in Military Science includes Minister of National Defense Phan Van Giang. PhD in Engineering includes Minister of Construction Tran Hong Minh. PhD in Literature includes Minister of Education and Training Nguyen Kim Son. PhD in Organization and Mineral Exploitation includes Deputy Prime Minister Tran Hong Ha. PhD in Public Administration includes Minister of Industry and Trade Nguyen Hong Dien.

10 Government members have Master's degrees (accounting for 41.67%) and 2 Government members have Bachelor's/Engineer degrees.

Among the 24 members of the Government, there are 4 people from the 7X generation; of which, Minister of Justice Nguyen Hai Ninh, born in 1976, is the youngest, Minister of Finance Nguyen Van Thang, born in 1973, Minister of Health Dao Hong Lan, born in 1971, and Minister of Agriculture and Environment Do Duc Duy, born in 1970.

The Government has three female members: Minister of Home Affairs Pham Thi Thanh Tra, Minister of Health Dao Hong Lan, and Governor of the State Bank Nguyen Thi Hong.

The National Assembly approved the appointment of four ministers, including: Minister of Science and Technology Nguyen Manh Hung, Minister of Construction Tran Hong Minh, Minister of Agriculture and Environment Do Duc Duy, and Minister of Ethnic Minorities and Religions Dao Ngoc Dung.
Mr. Mai Van Chinh and Mr. Nguyen Chi Dung were appointed Deputy Prime Ministers.
