Specifically, the Ninh Binh Department of Education and Training has submitted a document to the Provincial People's Committee requesting nearly 25 billion VND to support funding for extra tutoring for high school graduation exams and 10th grade exams for students in public schools.

According to the regulations in Circular 29, the Ninh Binh Department of Education and Training said that, according to the regulations in Circular 29, extra teaching and learning in schools are not allowed to collect money and are only for students whose final semester's study results have not been achieved; selected to foster excellent students; in the final grade, they voluntarily register to review for entrance exams and graduation exams.

Although it is considered necessary to organize extra classes in schools for the above subjects, the Ninh Binh Department of Education and Training said that implementing this is difficult because the allocated funding only ensures minimum educational activities in schools.

Based on the above reality, the Department proposed that the Provincial People's Committee consider supporting nearly 25 billion VND in funding for organizing extra classes in schools. Of which, the funding for extra classes to review for high school graduation exams is nearly 18.9 billion VND and the funding for extra classes to review for grade 10 entrance exams is more than 6.1 billion VND.

The Department of Education and Training of Ha Tinh recently sent a document to the Provincial People's Committee requesting financial support for high school graduation exam review for 12th grade students with an amount of more than 21.5 billion VND.

This proposal is based on the provisions of Circular 29 of the Ministry of Education and Training with the content: "Funds for organizing extra teaching and learning in schools use the state budget and other legal funding sources according to the provisions of law".

On that basis, the Department of Education and Training of Ha Tinh has prepared a budget estimate to send to the Department of Finance and submitted to the Provincial People's Committee for consideration of supporting exam preparation costs at affiliated public educational institutions.

The exam review period is calculated from February 14 to the end of June 2025. Of which, the total number of teaching periods for students in the subjects: Math, Literature, Foreign Language and elective subjects is 593,218 periods/subject. Based on the regulation on the amount of money for each exam review period is 9,000 VND/period (Ha Tinh Specialized High School is 12,000 VND/period), the total amount of money that the Department of Education and Training of Ha Tinh proposed the Provincial People's Committee to provide for exam review for 12th grade students is more than 21.5 billion VND.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, also said that the Department is actively proposing that competent authorities and the City People's Council issue resolutions to support funding for review and exam preparation in schools.

At the end of February, the Department of Education and Training of Quang Tri province also proposed that the Provincial People's Committee direct the Department of Finance to arrange funding for educational institutions to provide extra classes in schools for subjects specified in Circular 29.

Similarly, the Department of Education and Training of Hai Phong coordinated with the Department of Finance to research and propose to the City People's Committee to support appropriate funding for educational institutions to organize review and training for students in accordance with regulations, contributing to improving the quality of education, especially for students with learning difficulties, poor health or difficult family circumstances.
