High schools include compliance with laws on road traffic order and safety as one of the criteria for evaluating and classifying students' conduct.

The Government issued Decree No. 151/2024/ND-CP detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety, which provides guidance on safe motorbike driving skills for students entering high school and vocational training institutions.

The content of the instruction on safe motorbike driving skills for students entering high school and vocational education institutions includes:

a) Methods of recognizing and handling dangerous situations while driving;

b) Structure and function of motorcycle parts, vehicle maintenance methods, vehicle safety inspection;

c) Traffic culture; responsibilities of motor vehicle drivers; rescuing traffic accident victims;

d) How to start and stop the engine, how to use the accelerator, brake, change gears, use protective equipment;

d) Safe driving posture;

e) Start, adjust speed appropriately, stop safely;

g) Drive in 04 patterns including: going through a figure 8, going through a straight line, going through a road with a barrier, going through a rough road;

h) Other relevant contents.

Students practice safe motorbike driving according to the regulations in points d, đ, e, and g above.

The time for instructing and evaluating safe motorbike driving skills according to the instructions of the Traffic Police agency directly implementing is suitable for the practical requirements at the educational institution and ensures the content of the instructions specified above.

Organize students and their families to sign a commitment to comply with the law on road traffic order and safety.

Regarding the responsibility of instructing safe motorbike driving skills for students, high schools, and vocational training institutions:

+ Organize students and their families to sign a commitment to comply with the law on road traffic order and safety, including the following: students do not drive motorbikes without meeting the prescribed conditions; do not drive motorbikes without completing the safe motorbike driving skills training program; students' families do not hand over motorbikes to students to drive without meeting the prescribed conditions;

+ Coordinate with the Parents' Representative Board to regularly remind their children to fulfill their signed commitments and regularly exchange and grasp information with students' families about students' compliance with laws on road traffic order and safety when participating in traffic;

+ Make compliance with laws on road traffic order and safety one of the criteria for evaluating and classifying students' conduct.

Do not let your children drive if they do not meet the required conditions.

On the responsibility of students' families:

+ Coordinate with relevant authorities to educate students on legal knowledge about road traffic order and safety, and guide students on safe motorbike driving skills;

+ Do not let your children drive the vehicle if they do not meet the required conditions;

+ Regularly remind your children to fulfill their signed commitments and regularly exchange and grasp information with the school about students' compliance with laws on road traffic order and safety when participating in traffic.

Decree No. 151/2024/ND-CP takes effect from January 1, 2025.
