The Inspectorate of the Ministry of Education and Training has issued document No. 06/KL-TTr concluding the inspection of enrollment, teaching staff, and training programs at Pham Ngoc Thach University of Medicine.
Violations at Pham Ngoc Thach University of Medicine
Pham Ngoc Thach University of Medicine is a public higher education institution under the People's Committee of Ho Chi Minh City. The recent inspection conclusion of the Ministry of Education and Training pointed out a number of shortcomings of this school.
Accordingly, regarding enrollment organization and university level, in 2023, the total number of students enrolled is 1,380 (including 59 international students: 53 Lao students; 6 Cambodian students). The total number of targets determined in the School's enrollment plan in 2023 is 1,366, accounting for 101% (exceeding 0.1% compared to the determined target).
Master's degree admission results, in 2023 the school will enroll 11 majors with 123 students admitted/170 targets determined and announced by the school, reaching 72.4%.

Doctoral admission results, in 2023, Pham Ngoc Thach University of Medicine recruited 4 majors with 16 doctoral students admitted, enrolled/22 targets determined and announced by the school, reaching a rate of 72.2%.
According to the report of Pham Ngoc Thach University of Medicine, the school does not enroll students for part-time university study; distance learning; joint training for part-time study; nomination, university preparation; training according to the address of use.
Regarding training cooperation with foreign countries, the school has cooperated in training in Medicine with Johannes Gutenberg University Mainz, Federal Republic of Germany. In 2023, the school organized the admission of first-year medical students with a total of 49 students.
Regarding the documents issued by the school on enrollment, regulations on enrollment and training for master's and doctoral degrees of Pham Ngoc Thach University of Medicine have not fully specified the contents according to authority.

Regarding the doctoral training program, Pham Ngoc Thach University of Medicine has 4 training programs at this level: Internal Medicine, Surgery, Pediatrics and Otolaryngology. The University has reviewed, evaluated and updated the output standards and doctoral training programs of the 4 training programs. The minimum amount of knowledge in the University's doctoral training programs is 90 credits for students with a master's degree, ensuring the minimum amount as prescribed in Point d, Clause 2, Article 7 of Circular No. 17/2021/TT-BGDDT.
The appendix of the training program does not include the following content: Regarding objectives, output standards, teaching methods and assessment of learning outcomes according to the provisions of Articles 4, 5, 6, 9 of Circular No. 17/2021/TT-BGDDT.
Recommended treatment
The Inspectorate of the Ministry of Education and Training recommends a number of measures to handle and rectify the management work of Pham Ngoc Thach University of Medicine: Review the school's internal documents and regulations, promptly amend, supplement, and issue them according to authority in accordance with the regulations of the Party, the State's laws and the Ministry of Education and Training; Implement the determination of quotas, organize enrollment, and organize the management of the training process in accordance with current regulations of the Ministry of Education and Training.
Review and have a plan to supplement the permanent teaching staff to ensure the standard conditions of training institutions according to the roadmap prescribed in Circular No. 01/2024/TT-BGDDT dated February 5, 2024 of the Ministry of Education and Training promulgating standards for higher education institutions; Review, evaluate and update all training programs of the school in accordance with the provisions of Circular No. 17/2021/TT-BGDDT.
The school reports to the Ministry of Health to propose a plan to determine working hours and main/part-time workload of full-time lecturers according to Decree 111/2017/ND-CP as a basis for determining enrollment and training targets and ensuring training majors for health training institutions.
"Organize a review and clarify the responsibilities of organizations and individuals under the management of the School for the above limitations, shortcomings and violations according to legal regulations", concluded the Inspectorate of the Ministry of Education and Training.
