Quang Nam: Bridge under construction for 8 years without access road, how long will people have to wait?
The Tra Dinh Bridge project was approved by the Quang Nam Provincial People's Committee with a total investment of more than 51.8 billion VND, with an implementation period of 2017 - 2019; of which the provincial budget supports 30 billion VND, the rest from the Que Son district budget. The bridge crosses a branch of the Thu Bon River on the route connecting National Highway 1A from Que Phu commune, Que Son district to Duy Thanh commune, Duy Xuyen district. The project is invested by the Que Son District Investment and Construction Project Management Board. Thanh Son Company (Nghe An Province) is the winning bidder for the construction and installation part of more than 34.59 billion VND. The project started in 2018. However, due to the failure to complete the progress, the Quang Nam Provincial People's Committee agreed to extend the implementation period to 2020. Although the project has been extended, so far only the bridge and service road have been completed. The construction of the approach roads at both ends of the bridge, about 1,000m long, the drainage system, markers, and signs have not been implemented. The prolonged project has greatly affected people's lives, causing much public outrage. According to the Kinh te & Do thi newspaper, the bridge system of the project has been basically completed but is showing signs of deterioration. Cracks have appeared on the bridge deck and some connecting sections. This will certainly affect the quality of the project if put into operation. The approach road system at both ends of the bridge is steep, some sections of dirt road are waterlogged and rocky. Ms. Dinh Thi Nghi (Que Phu commune) said that the project used to be the hope and dream of the people but now it has become a burden. In the past, people had to travel on narrow, makeshift roads that were potentially dangerous for traffic accidents. During the rainy season and at night, many people fell and broke their bones. More than 70 households with about 300 people are waiting for the government to come up with a solution. Sharing the same view, Mr. Nguyen Tan Cong (Que Phu commune) said that people had to donate together with the commune government to fill the land and pour temporary concrete to serve the traffic. But the road is still very narrow and steep, making it difficult to travel. Even some households living near the bridge and access road cannot do business, living day and night in fear of the risk of traffic accidents. The representative of the Que Son District Investment and Construction Project Management Board (investor) admitted that the lack of an approach road for Tra Dinh Bridge has caused many difficulties for people's lives. The construction of the bridge in phase 1 was completed and accepted in June 2020. Phase 2 of the project related to the approach road has not been implemented due to lack of funding. The project is expected to restart in early 2025 after completing procedures for bidding, funding and site clearance. The implementation time for the approach road is about 9 months. According to Chairman of Que Son District People's Committee Nguyen Phuoc Son, the locality is implementing the final procedures before implementing the construction of the access road. Recently, the district has deployed explanations and requested an extension of the project implementation schedule. Currently, the units are gradually completing the documents, capital sources and site clearance work. Que Son and Duy Xuyen districts are also coordinating to organize compensation and site clearance. On October 18, Chairman of Quang Nam Provincial People's Committee Le Van Dung also approved the adjustment of the investment project to build Tra Dinh Bridge, Que Phu Commune, Que Son District. Accordingly, the project adjusted the investment capital with the provincial budget at 38 billion VND, Que Son District at more than 24.5 billion VND. The project implementation period was approved in 2017 - 2020, adjusted to 2017 - 2025. Que Son District is responsible for ensuring the progress, disbursing capital, handing over and putting the project into use, and completing the project, avoiding the need for further extension; and is responsible for the honesty and accuracy of the content of the adjustment documents. Also related to this project, the Standing Committee of the Provincial People's Council has issued an official dispatch requesting the Provincial People's Committee to direct the review and clarify the responsibility of the Que Son District People's Committee in not allocating enough capital to complete the project in accordance with the approved investment policy and the responsibility of the investor in investing in the unfinished project, which has lasted for many years.
