Cao Loc: Focus on speeding up site clearance progress for projects - Lang Son Newspaper

- In 2024, Cao Loc is one of the districts that has done well in site clearance (GPMB). Promoting the achieved results, in 2025, the district Party Committee and government will continue to focus on solutions to speed up the progress of GPMB for projects, especially key projects of the province.

In 2024, Cao Loc district has 40 projects that need to carry out land acquisition and clearance, affecting more than 5,300 households with a total area of ​​670 hectares, including 5 key projects of the province. By the end of 2024, the district had paid compensation to nearly 1,800 households with a total cost of more than 260 billion VND; handed over more than 197 hectares of cleared land of 18 projects on schedule. Of which, the project to renovate and upgrade National Highway 4B completed 100% of the main route; the Huu Nghi - Chi Lang border gate expressway project basically handed over all construction sites; the project to expand the specialized freight transport road in the area of ​​landmarks 1119-1120 completed the main route of land acquisition and clearance.

Mr. Hoang Manh Cuong, Vice Chairman of Cao Loc District People's Committee said: One of the important solutions in implementing the land acquisition and clearance work is that the district focuses on propaganda and mobilization work. In particular, promoting the role of the Fatherland Front Committee and socio-political organizations; innovating propaganda methods and content; implementing compensation, support and resettlement... in accordance with regulations.

However, with the active participation of the entire political system, in 2024, Cao Loc will be one of the four districts with the highest volume of site handover to construction units, meeting the progress requirements of the projects."

In 2024, the district organized over 380 propaganda sessions for more than 4,510 households affected by 22 projects and works. Thanks to that, the district's site clearance work achieved many positive results, creating consensus among the people in implementation.

Mr. Ha Hai Vuong, Yen Son village, Yen Trach commune said: My family had nearly 4,000m2 of residential land, rice fields, gardens, and hilly land reclaimed due to the Huu Nghi - Chi Lang border gate expressway project. When the staff of the Land Fund Development Center came down to propagate, my family highly agreed and supported the State's policy to hand over the site for the project to be constructed soon.

In 2025, Cao Loc district will implement land acquisition and clearance for 30 projects, of which 24 projects will be carried over from 2024; 6 new projects will be implemented with more than 4,530 households and organizations affected, the total land area to be recovered is over 610 hectares.

To clear land acquisition for projects, from the beginning of the year, the District Steering Committee for Clearance and Site Acquisition has directed to continue promoting the sense of responsibility and pioneering spirit of the heads of agencies, units and localities in organizing implementation.

Typically, in Hoa Cu commune, in 2025, Cao Loc district invested in building 9 infrastructure projects. Of which, 3 projects had to carry out land acquisition and clearance with a total area of ​​19,000m2 of 13 households. In order for the projects to be implemented smoothly, the Party Committee and the commune government focused on propagating and mobilizing households whose land was affected to clearly understand the Party's policies and the State's laws on land acquisition and clearance.

Mr. To Van Mit, Vice Chairman of Hoa Cu Commune People's Committee, said: The Commune People's Committee has coordinated with associations and organizations to proactively propagate to households since 2024. For households that have not agreed, we go to their homes to have direct dialogues, understand their thoughts and aspirations, and from there find a way to thoroughly and appropriately resolve them. From 2024 to now, we have organized nearly 30 propaganda sessions for people in the project area, so when the project was implemented, the households agreed to support and proactively handed over the site. Currently, the projects have started, only 1 project is still carrying out the counting work, we are mobilizing the remaining households to urgently hand over the site to the construction unit.

Along with that, the relevant departments, agencies, and units of the district regularly coordinate with investors and construction units to promote propaganda, promptly resolve difficulties and problems, and agree on solutions to speed up the project implementation progress. In January 2025, the district organized 41 propaganda and mobilization sessions for nearly 300 households in the project area on compensation, support, and site clearance policies.

With the synchronous participation of the entire political system from the district to the grassroots level, from January 2025 to present, the district has approved the estimated compensation, support and resettlement plan for 44 cases with a total amount of 6.5 billion VND for the Huu Nghi - Chi Lang border gate expressway project; made payments to over 280 households with an amount of more than 44.2 billion VND for 5 projects; handed over nearly 30 hectares of land to investors; and cleared 100% of the area of ​​2 project works.

In the coming time, the Steering Committee for site clearance of the district will continue to promote propaganda, focusing on key projects of the province. Along with that, the Steering Committee also prioritizes directing the implementation of site clearance for projects with many problems, regularly urging and monitoring the site clearance progress of each project according to plan. Thereby, creating consensus among the people in the site clearance work of the projects, creating momentum for local socio-economic development.
