Unbelievable scene at the inspection center, idle staff sitting around

Circular 08 allows passenger cars with up to 9 seats (manufactured up to 7 years, from 13-20 years) to automatically extend the inspection cycle, which has had a clear impact.

At 9:00 a.m. on June 5, Center 29.03V (Lang Thuong, Dong Da, Hanoi) had no more vehicles coming for inspection. Outside the gate, many vehicle owners came to ask for advice on the new circular. The inspectors sat leisurely looking at their phones.

Mr. Tran Quoc Hoan, in charge of the center, said that since May 31, the number of vehicles coming to the center has decreased by 50%.

“Previously, we inspected an average of 180 vehicles per day, but in the past 3 days the numbers were 100, 104, and 110 vehicles respectively.

In particular, this morning, by 8:45 the unit had completed 20 vehicles, but after that there were no more vehicles to complete. If before this was rush hour, with a lot of vehicles, now we are sitting around doing nothing,” said Mr. Hoan.

Because it is located in the inner city of Hanoi, 90% of the vehicles coming for inspection are cars, so it is predicted that this will be the area most affected. Although there are few cars, Mr. Hoan is very supportive of this new policy.

According to him, Circular 08 will solve the current traffic congestion.

The same situation also occurred at the 29.08D Vehicle Inspection Center (Hoai Duc, Hanoi). Mr. Tran Nguyen Sinh, Director of the Center, said that immediately after Circular 08/2023 took effect, on the afternoon of June 3, the number of vehicles coming for inspection decreased significantly.

Accordingly, some car owners who had an inspection appointment on the day the circular took effect but whose vehicles were subject to automatic extension of the inspection cycle have contacted the center to cancel the appointment.

By this morning, June 4, production had dropped by half. At 10am, the entire central yard was empty, and two inspection lines were also deserted.

“Most of the cars coming to the inspection center are small cars. But from this morning until now, only 40 cars have come to work, the output has decreased by 50-60% compared to before. It has been several months since we have been able to relax like this,” said Mr. Sinh.

3 inspection lines at Center 29.08D are sparsely populated

It is known that because the new circular has come into effect, many car owners still come to the centers to learn and get advice. At the 29.08D center (Hoai Duc, Hanoi), on average about 20-30 car owners eligible for automatic renewal come to ask for advice every day.

Similarly, at Center 29.03V from morning to 10am, there were about 5-6 people bringing vehicle registration papers to ask. Mr. Hoan said that the company has instructed people how to go online to declare and print automatic registration renewal papers.

“This morning, there were about 5 vehicles that were eligible for automatic renewal. Although we explained and instructed them how to automatically print the renewal papers, the vehicle owners still wanted to do it directly because the inspection stamp matched the other documents. In these cases, we will also respond,” said Mr. Hoan.

Most recently, the Vietnam Register's inspection appointment scheduling software system via app (TTDK) has launched the "Find free appointments" feature to support businesses in finding the nearest free appointment to schedule inspection appointments for vehicles. This application will prioritize arranging for vehicles with nearly expired or expired inspections to be booked first.
