According to VietNamNet reporters, from March 1 to 7, Mr. Tran Van Thuc, Director of the Thanh Hoa Department of Education and Training, signed 10 decisions on transferring, accepting teachers, mobilizing and appointing, and reappointing managers of units under the Department. However, after signing the above decisions, on March 8, Mr. Thuc signed to withdraw these documents.

Speaking with VietNamNet reporter, Mr. Tran Van Thuc, Director of the Department of Education and Training of Thanh Hoa province confirmed the above incident.

According to Mr. Thuc's explanation, the reason he just signed the decision to transfer, receive teachers, mobilize and appoint, and then revoked it was because these documents had been completed since December 2024.

At that time, the Provincial People's Committee requested that all sectors temporarily suspend recruitment and appointment to streamline the apparatus, and the Department of Education and Training completed the streamlining according to regulations.

According to Mr. Thuc, after completing the streamlining, the Department of Education and Training asked for the opinion of the Department of Home Affairs, then held a meeting of the Board of Directors and agreed to sign the above decisions on transferring, accepting teachers, mobilizing and appointing. These decisions were signed from March 1-5.

“On the afternoon of March 6, the provincial leaders called me to discuss the job transfer. On March 6 and 7, the Department's Board of Directors agreed to continue signing decisions on personnel work to complete the remaining work. On the afternoon of March 7, the Provincial Party Committee's Organizing Committee came to work with the Department and me to carry out the personnel transfer process. Therefore, on March 8, I signed the decisions to withdraw the previous documents so that others could sign on my behalf,” said Mr. Thuc.
