(NLDO) - The leader of the Ministry of Finance said that he will agree with the auditing agency to reduce the corporate income tax rate for press agencies from 20% to 10%.
On the afternoon of March 10, giving opinions on explaining, accepting and revising the draft Law on Corporate Income Tax (amended) at the 43rd Session of the National Assembly Standing Committee, Mr. Nguyen Dac Vinh, Chairman of the Committee on Culture and Society, mentioned the reduction of corporate tax for press agencies.

According to Mr. Nguyen Dac Vinh, this is an issue that many delegates expressed their opinions on at the 8th Session and in the National Assembly hall, Deputy Prime Minister Ho Duc Phoc, who was then the Minister of Finance, said twice that he would accept it, "but until now there has been no acceptance."
Specifically, the law drafting agency proposed to reduce and apply the tax rate from 20% to 10% for printed newspapers, and from 20% to 15% for other types of press.
When discussing this issue in the National Assembly, many delegates suggested applying a unified tax rate of 10% for all types of press.
"Printed newspapers, television newspapers, radio newspapers or electronic newspapers are all press agencies. We set two tax rates like this and say it is to balance, I feel that the way we put the issue is not satisfactory" - Mr. Nguyen Dac Vinh, expressed his opinion.
Citing the reality of Vietnam Television (VTV), Mr. Vinh said that for a long time VTV has operated under an autonomous mechanism, not using the state budget. VTV earns its own revenue and performs tasks for the country, but now the tax rate is calculated by the penny, not allowing them to be fair to print newspapers (print newspapers are 10%, television newspapers are 15%).
"For example, when they implement policies, such as Vietnamese films must be on national television, they have to take care of everything themselves. It's only 5%, but you guys keep worrying. Actually, I think this part should be brought to a level that makes the press agencies feel fair," Mr. Vinh stated his opinion.
He added that this was the last time he would speak on this issue, because the drafting agency said it would accept it, but in essence, it would always be the same issue, and in the end, it would still be the same.
With the opinion of Mr. Nguyen Dac Vinh, National Assembly Chairman Tran Thanh Man requested the Ministry of Finance to seriously accept it.
"If it cannot be handled, it must be explained clearly. National Assembly delegates have spoken and Comrade Vinh has also spoken many times at the National Assembly Standing Committee meeting," said Mr. Tran Thanh Man, recalling that Deputy Prime Minister Ho Duc Phoc, when he was Minister of Finance, promised to accept this content.
According to the National Assembly Chairman, the time has come for agencies to sit down together to amend the Law on Corporate Income Tax (amended) so that all parties benefit, are fair, objective, and transparent. The amendment of the law, according to the National Assembly Chairman, must be impartial, not for any interest group, not for any influence, but for the development of the country.

Reporting at the meeting, Deputy Minister of Finance Cao Anh Tuan said that previously Deputy Prime Minister Ho Duc Phoc (when he was also Minister of Finance) had promised at the National Assembly, then directed research and review.
"This time, the newspapers are also reviewing and arranging, facing difficulties, so we think bringing it back to a level of 10% is appropriate. We will work with the Economic and Financial Committee to accept it," said Mr. Cao Anh Tuan.
Concluding this content, Vice Chairman of the National Assembly Vu Hong Thanh said that the Deputy Minister of Finance has accepted the opinions of the Chairman of the Committee on Culture and Society and the opinion of the Chairman of the National Assembly about studying to accept the regulations on tax rates for press agencies.
"Comrade said that now we will bring it back to the common level of 10%, to avoid the situation of saying it many times but not accepting it. I suggest that comrades study and clarify this issue," Mr. Tran Hong Thanh suggested.
