Lots of room for growth
On the afternoon of August 15, Minister of Industry and Trade Nguyen Hong Dien and his delegation had a working session with leaders of Bac Kan province on the situation of industrial production, trade activities and the implementation of national sectoral plans in the fields of energy and minerals in the province.

Speaking at the meeting, Mr. Trinh Minh Anh - Chief of Office of the Steering Committee for International Economic Integration said: The Post-WTO Technical Assistance Program (B - WTO) chaired and implemented by the Office of the National Committee for International Economic Cooperation (now the Office of the Steering Committee for International Economic Integration), with the support of the Australian Agency for International Development (AusAID) and the UK Department for International Development (DfID) has researched and analyzed the international economic integration capacity of localities based on 8 groups of criteria.
On that basis, for Bac Kan, the research team analyzed, ranked and compared 63 provinces/cities as follows: Institutions (58/63), infrastructure (62/63), culture (19/63), local natural characteristics (53/63), people (61/63), trade (60/63), investment (43/63), tourism (50/63).
"This result, although only relative, clearly shows that Bac Kan is not the most difficult province," Mr. Trinh Minh Anh affirmed and said that "Bac Kan is like a beautiful girl sleeping in the mountains of the Northeast, no guy is attractive enough to wake her up."
The Chief of Office of the Inter-sectoral Steering Committee for International Integration also expressed his belief that Bac Kan has many difficulties but also many advantages, with conditions for development. With these 8 criteria, the province can completely improve and raise its ranking compared to other provinces.
Preserving forests to be ready to enter the carbon credit market
Based on other information, data and research, the Chief of Office of the Steering Committee for International Economic Integration has made a number of recommendations to Bac Kan province, specifically:
Firstly , pay attention to investment, call for deep investment, apply science and technology to research on high-quality and high-yield crop varieties. Focus on developing advantageous agricultural products according to key product groups, build concentrated commodity production areas according to market criteria and requirements.
Mr. Trinh Minh Anh cited that Bac Kan has a very good orange growing area but there is no in-depth research on varieties so the yield is high but the quality is poor, sour... so the selling price is low; there is a persimmon growing area but the scale is small, there is no investment in applying high technology so it has not been promoted.
"I have traveled across Japan, Israel... their conditions compared to Bac Kan are 'a world apart'. Lack of water, all white sand, scorching sun, but they still develop, strongly develop high-tech agriculture," said Mr. Minh Anh.
Therefore, he suggested that the province increase its support for businesses to innovate, find appropriate and breakthrough technical and technological solutions to improve the quality of goods; support the establishment of intellectual property to improve the competitiveness of domestic products, aiming for export.

Second, create conditions and encourage businesses to do agriculture, develop agricultural product trade to purchase, process and preserve products.
"With a large scale and a systematic approach, it will certainly have higher value. Building a supply chain is one of the important solutions for sustainable and effective agricultural production, ensuring stable output, increasing value and income, contributing to meeting consumers' demand for clean food."
Third , on the issue of carbon credits. Bac Kan is considered the "green lung" of the country with a forest coverage rate of over 73%, the highest in the country. This is a huge advantage for the province to calculate and have a strategy to participate in the carbon credit business market in the future.
Specifically, in terms of economy, carbon credit trading will bring additional foreign currency revenue for forest protection and planting, increasing forest coverage, conserving and preserving forest resources; contributing to increasing local budgets, increasing income of forest growers and forest protection.
Fourth, it is necessary to pay attention to the mining and processing of construction materials. Bac Kan is considered one of the localities with great potential for mineral resources. According to statistics, the province has 273 mines and mineral sites, mineralization sites belonging to 24 types of minerals (in which, the potential for metal minerals is quite promising, especially lead and zinc ores with the largest reserves in the country; in addition, there are other types of minerals with high value, such as: Iron, quartz, gold, ...).
Bac Kan is a province with a low starting point in industry, so the mining industry plays a very important role, creating many jobs and contributing greatly to the state budget and promoting the development of other local industries.
Therefore, the province should plan systematically and recommend the Government and relevant ministries to reopen the mechanism for exploiting construction materials to fully recover minerals, both to avoid loss of resources, to manage the environment, produce well and limit illegal exploitation...
"Hopefully, with the determination of the provincial leaders and the support and connection of the Ministry of Industry and Trade, Bac Kan will implement many solutions to turn its potential and advantages into driving forces for socio-economic development, gradually affirming its role as a growth pole of the region," Mr. Trinh Minh Anh emphasized.
