This is the data on violations in enrollment and opening training majors reported by the Ministry of Education and Training inspectorate at the conference to summarize the 2022-2023 school year and deploy tasks for the 2023-2024 school year for quality management and inspection of the Department of Education and Training, held last week in Ho Chi Minh City.
Violations tripled
Mr. Nguyen Duc Cuong, Chief Inspector of the Ministry of Education and Training, said that in 2022 and the first 9 months of 2023, the Ministry Inspectorate issued 95 decisions on administrative sanctions against 95 university education institutions with a total fine of over 3 billion VND, more than 3 times higher than in 2021. It is known that in 2021 there were only 28 decisions on administrative sanctions.

The violations are mainly related to enrollment and opening of training majors. Accordingly, some schools set enrollment targets and organized enrollment for levels that are not in accordance with regulations. Some schools do not meet the conditions for autonomy but still open training majors or do not meet the conditions for opening majors but still open majors.
In addition, inspectors of 12 Departments of Education and Training also discovered violations and imposed administrative penalties in the field of education with a total amount of VND 518.5 million on 51 units/organizations.
The violations discovered by the departments focused on illegal enrollment and improper implementation of policies for managers, teachers, and students.
There are also violations in the use of teachers by foreign language centers, the purchase and use of illegal diplomas, the organization of revenues and expenditures that are not in accordance with regulations, and the establishment of illegal preschools...
Many departments of education and training do not have enough staff to do inspection work.
However, according to Mr. Cuong, some departments of education and training have not yet promptly inspected, examined, and strictly handled violations in cases reported by the press on issues such as organizing extra teaching and learning; illegal collection and spending; school violence, school security and safety, etc.
The conference was attended by leaders of the Department of Education and Training of 63 provinces and cities nationwide.
The reason why there are still some limitations in the inspection and handling of violations is due to the lack of human resources. For example, 34/63 departments have not arranged enough 5 civil servants to do inspection work according to the Government's regulations. 8 departments have not appointed a chief inspector; 38 department inspectors have not been appointed to the inspection rank.
In addition, the number of inspection staff of 35 Departments of Education and Training is not enough according to regulations. Particularly, Da Nang, Bac Kan and Kon Tum only have 2 inspection staff; Quang Ninh, Lam Dong, Phu Yen, Gia Lai, Ha Giang, Cao Bang only have 3 inspection staff...
From there, the Ministry of Education and Training requested the Departments of Education and Training to improve their organization and inspection team to have enough force to carry out inspection and examination of extra teaching and learning, implementation of foreign educational programs, joint organization of foreign language proficiency exams; joint training activities or management, collection and use of extra-budgetary revenues...
