Minister of Education and Training Nguyen Kim Son responded to the petition of voters of Ninh Binh province sent before the 8th session of the 15th National Assembly.
Proposal to review the payroll system for nurses
Voters in Ninh Binh province reflected that according to the provisions of Circular 52/2020 of the Ministry of Education and Training, the task of preschools is to nurture, care for, and educate children from 3 months to 6 years old.
Nursing is one of the three core tasks of kindergartens. However, currently, the teachers in kindergartens work under a contract with the school and receive salaries from the contributions of parents, so they are not really satisfied with their commitment to the school.
Voters recommend reviewing and regulating staffing quotas and salary scales for teachers so that they can feel secure and attached to the school.
Responding to this content, Minister Nguyen Kim Son said that the list of job positions and the number of employees working in public preschools does not include the job position of "nurse teacher".
There are regulations on labor contracts to perform cooking tasks for preschool educational institutions that organize boarding schools (stipulated in Circular No. 19/2023 of the Ministry).
Therefore, preschools, based on their needs and actual workload, propose to local authorities to decide on the number of labor contracts for cooking positions and choose the appropriate form of labor contract.
This regulation is in line with practice and in line with the spirit of streamlining the Party and State's payroll.
In order for contract workers to perform cooking tasks with peace of mind and be attached to the school, the Ministry proposed that the Provincial National Assembly Delegation consult with the Provincial People's Committee to have a policy to support the cost of paying salaries, allowances, insurance regimes, and union fees for contract employees arranged by the units themselves from the state budget within the annual budget norm and tuition fees and other career fees according to regulations.
Preschool teachers' salaries are still disadvantaged.
Voters in Ninh Binh province also reflected that the salary regime for preschool teachers is disadvantaged compared to other levels in the national education system. Meanwhile, the working time of preschool teachers is usually more than 8 hours/day (commonly 11 hours/day).
Voters recommend that the Government direct relevant agencies to pay attention to adjusting the salary coefficient of preschool teachers like primary school teachers to ensure fairness in salary regime between different levels of education.
Responding to this content, Minister Nguyen Kim Son stated that the salary arrangement of preschool and general education teachers is implemented according to the Government's regulations in Decree 204/2004 on salary regime for cadres, civil servants, public employees and armed forces.
Accordingly, the salaries of preschool and primary school teachers are classified according to the professional and technical salary table for cadres and civil servants in state-owned enterprises (Table 3).
According to the regulations in Table 3, the professional title of civil servants requiring a college degree is applied the salary of civil servants of type A0 (starting salary coefficient 2.10), the professional title requiring a university degree is applied the salary of civil servants of type A1 (starting salary coefficient 2.34).
Therefore, based on Decree 204, the salary of preschool teachers has no basis to be classified as the salary of general education teachers.
However, the Party and State always care about preschool teachers, so in addition to salaries paid according to coefficients, preschool teachers also enjoy preferential allowances at a higher level than teachers at other levels.
At the same time, they also enjoy a number of additional policies according to the Government's regulations in Decree No. 105/2020, which stipulates a number of policies for preschool education development.
Regarding the proposal to consider and supplement the policy of exempting and reducing tuition fees and supporting lunch for kindergarten children, Minister Nguyen Kim Son said that he acknowledged it and will study and coordinate with relevant ministries and branches to report to competent authorities to consider and decide on this at an appropriate time, ensuring that it is suitable for socio-economic development conditions and the ability to balance the state budget.
