An estimated 140 billion VND will be spent on reforming the preschool education program.

The Ministry of Education and Training is seeking public opinion on the draft submission to the National Assembly regarding the draft Resolution on reforming the preschool education curriculum. The program is expected to be piloted from the 2025-2026 to the 2027-2028 school year and implemented on a large scale from the 2029-2030 school year.

Accordingly, the goal is to innovate the preschool education program using a competency-based approach to create fundamental and comprehensive changes in the quality and effectiveness of education by 2030, with a vision to 2045; to comprehensively develop preschool children in terms of physical, emotional, intellectual, linguistic, and aesthetic aspects, forming the initial elements of personality, preparing children to be ready for first grade, and laying the foundation for the formation and development of core values ​​of Vietnamese people.

To achieve this goal, the Ministry of Education and Training proposes four areas of innovation: a competency-based approach based on socio-emotions; a rights-based approach ensuring quality, fairness, inclusion, equality, and respect for children's differences; empowering educational institutions and teachers in curriculum development; and regulations on organizing daily routines for children to ensure they are appropriate for the development of preschool children and on the working regime of the staff in accordance with the Labor Law.

Besides its new features, the new program also inherits the content of the current program, including: Children are the center of the educational process, the subjects in activities and communication; advanced educational content and methods are added, and the educational process is personalized; opportunities for participation and responsibility of families and communities in implementing the preschool education program are expanded.

The roadmap for implementing the new preschool education program is divided into two phases:

From 2025 to 2028: Organize training and provide professional guidance to preschool administrators and teachers implementing the pilot program; Implement the new program on a pilot basis in a number of preschools for three academic years, from the 2025-2026 academic year to the 2027-2028 academic year; conduct an independent evaluation of the pilot implementation process.

From 2029 to 2030: Evaluate and promulgate the new preschool education program; provide guidance on its implementation and deploy it nationwide starting from the 2029-2030 school year.

The draft proposal suggests a total budget of 140 billion VND for the reform of the preschool education program. This includes 20 billion VND for the development and evaluation of the new program; 15 billion VND for the compilation, evaluation, and provision of guidance materials for the pilot phase, annual adjustments, and finalization and widespread implementation; 30 billion VND for training and professional development of preschool administrators and teachers to implement the new program; and 75 billion VND for the preparation and implementation of the pilot program.

Funding for ensuring the staff of preschool administrators and teachers is implemented under the Project for the Development of Teachers and Administrators in Preschool and General Education Institutions to Meet the Requirements of Fundamental and Comprehensive Reform of Preschool and General Education in the period 2026-2030, with a vision to 2045.

Funding for the necessary infrastructure to implement the program is provided under the Program for Strengthening Infrastructure for Preschool and General Education, giai đoạn 2024-2030.

The draft resolution is expected to be submitted to the National Assembly for comments and approval during the October 2025 session of the 15th National Assembly, and will be passed in a single session.
