Minister of Transport Tran Hong Minh has just signed an official dispatch to: Vietnam Expressway Administration; Vietnam Road Administration; Directors of Project Management Boards: 6, 7, 85, Thang Long, Ho Chi Minh Road and investors requesting to speed up the implementation of 8 rest stop projects on the Eastern North-South Expressway.

8 rest stops include: Mai Son - National Highway 45; Nghi Son - Dien Chau; Dien Chau - Bai Vot; Nha Trang - Cam Lam; Cam Lam - Vinh Hao; Vinh Hao - Phan Thiet (2 stations); Phan Thiet - Dau Giay.

These are rest stops that have signed contracts with investors. However, according to reports from the units, the progress of implementing the 8 rest stop projects is currently very slow.

The reason is due to difficulties and problems in site clearance and construction procedures that have not been thoroughly resolved.

Faced with this situation, the Minister of Transport requested the directors of the Project Management Boards to closely coordinate with local authorities, investors/enterprises and relevant agencies to focus on resolving difficulties and obstacles in site clearance, completing the handover of the entire site to investors/enterprises as soon as possible; strengthening field work, reviewing and urging construction progress.

“The directors of the project management boards are fully responsible to the Minister for the progress of site clearance, progress and quality of the projects. The Ministry of Transport will review and handle the responsibilities of the subjects participating in the project (if any do not complete the task) according to regulations,” Minister Tran Hong Minh directed.

Investors of the 8 North-South Expressway rest stops must proactively coordinate with relevant agencies and units to promptly resolve difficulties and problems during the project implementation process; especially problems in site clearance; research and propose solutions to direct and operate to ensure quality and progress, especially the critical road items of the project.

The Commander of the Transport Industry requested investors to concentrate resources, increase equipment and human resources to organize construction in "3 shifts, 4 teams" to speed up construction progress, strive to achieve the goal of completing public service works in the shortest time, meeting the urgent needs of people and vehicles participating in traffic on the expressway during the 2025 Tet holiday.

In case the required progress cannot be met due to objective factors, the Minister of Transport requires the investor to take over and operate the previously built temporary stations and complete the construction of the new temporary station before January 20, 2025.

The operation of temporary rest stops must ensure absolute safety for people and vehicles entering and leaving the station, ensuring quality, safety, environmental hygiene, and fire and explosion prevention and fighting according to regulations.
