Minister Nguyen Van Hung: 350,000 billion VND is not for the Ministry of Culture

Minister Nguyen Van Hung said the proposed 350,000 billion VND for cultural revival is for localities for 11 years, not for the Ministry of Culture, Sports and Tourism.

During a discussion at the National Assembly on October 24, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the total capital proposed for the cultural revival program will be used for the period 2025-2035. This amount is compiled from the legitimate needs of localities, has been considered, calculated and will be specifically quantified according to the budget of each period.

"Many people who do not understand will ask what the Ministry of Culture, Sports and Tourism needs 350,000 billion VND for when the country is still facing difficulties. I clearly state that this money is not for us," Mr. Hung said, explaining that if you only hear about the program's amount and are startled without understanding the project, it will be very difficult.

He said the national target program for cultural revival has 9 goals, linked to component projects, implemented nationwide from commune to district and provincial levels. However, "the Ministry will seriously and receptively accept all comments for the program, including those that are difficult to hear or misunderstood, because only people who love it will give comments."

Before developing the draft, the Ministry of Culture, Sports and Tourism organized two workshops with all localities nationwide; ministries; experts and scientists, chaired by Deputy Prime Minister Tran Hong Ha. The national target program was then developed in line with the law on public investment.

According to the Minister of Culture, Sports and Tourism, the country has 128 special national relics, but after being ranked, there were no investment resources, so they have degraded and "it is unknown when they will be restored". Many intangible cultural heritages are gradually fading away. Many countries in the world have cultural centers abroad that have great influence, but Vietnam has only established two centers in Laos and France. Therefore, "it is necessary to complete the program soon in 2024-2025".

"Modern life needs to build trust, from the National Assembly forum to businesses and people. Without trust, it is very difficult to do the job," Mr. Hung said, hoping that National Assembly delegates would give their opinions to perfect the program. He believes that everyone is concerned about national culture, because "only by preserving culture can we keep Vietnam's name on the world map."

On October 16, the Ministry of Planning and Investment sent a dispatch to the Ministry of Culture, Sports and Tourism, assessing that the new draft stated a number of bases for determining the need for central budget capital but did not state the basis and method for determining the total investment capital of the program of VND 350,000 billion in 11 years (2025-2035). The total investment capital has not been calculated based on the program's objectives and scale.

The drafting agency estimates that by 2030, VND182,000 billion will be needed, including VND110,000 billion from the central budget (VND82,500 billion for development investment; VND27,500 billion for public service); VND36,000 billion from local capital; and VND36,000 billion from other sources. The remaining amount is reserved for the next phase. However, the Ministry of Planning and Investment said that up to this point, there is no basis to propose specific resources for both phases of the national target program.

Sharing the same view, the Ministry of Home Affairs also requested the Ministry of Culture, Sports and Tourism to study and carefully review the budget in the context of the country's many difficulties, limited national resources, and the need to implement many programs and projects for socio-economic development.
