(To Quoc) - On the afternoon of February 27, in Hanoi, Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired a meeting on the implementation of the development of legal documents of the Ministry of Culture, Sports and Tourism. Attending the meeting were Deputy Ministers: Ta Quang Dong, Trinh Thi Thuy, Hoang Dao Cuong, Ho An Phong; representatives of leaders of departments, offices, and state management agencies under the Ministry of Culture, Sports and Tourism.
Speaking at the opening of the working session, Minister Nguyen Van Hung affirmed that the guiding viewpoint of the Party and State is to perfect institutions and legal policies. General Secretary To Lam repeatedly mentioned that among the bottlenecks hindering development, institutions are still the biggest bottleneck.

Minister Nguyen Van Hung highly appreciated the achievements in the work of building and perfecting the legal institutions of the culture, sports and tourism sector, making increasingly positive contributions to improving the effectiveness of state management of the entire sector.
However, Minister Nguyen Van Hung reiterated the words of General Secretary To Lam, who often emphasized that among all the bottlenecks hindering development, institutional bottlenecks are the biggest and need to be removed. Therefore, the Minister said: "The Ministry of Culture, Sports and Tourism has determined that in the past term, it will focus on perfecting institutions and policies, starting from the "revolution" of changing thinking from doing culture to state management of culture. Because of this, the Ministry of Culture, Sports and Tourism has completed a fairly large amount of work, clearly identified bottlenecks and gradually removed them from the construction and completion of legal documents".
According to the Minister, looking back to see the efforts and joint efforts of the whole industry in advising and building institutions and management policies, the Ministry of Culture, Sports and Tourism has completed the amendment and supplementation of a number of articles of the Cinema Law; Law on Prevention of Domestic Violence; Law on Cultural Heritage; coordinated with relevant ministries and branches in amending and supplementing the Law on Emulation and Commendation; Law on Intellectual Property including copyright.... In particular, according to the Minister, we have submitted to the National Assembly for approval the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035. This is a mark of success of this term for today and for the future.
However, the Minister pointed out the limitations in the work of drafting legal documents of the Ministry such as not fully promoting the role of State management, in which, issues related to the "survival" of the industry such as special mechanisms in cultural and artistic training, "backbone" issues of the industry such as Performing Arts have not been legalized. Therefore, units must raise awareness, clearly see their responsibilities in the management field to proactively advise and propose policies.

Reporting on the implementation of the development of legal documents of the Ministry of Culture, Sports and Tourism, Director of the Legal Department Pham Cao Thai said that regarding the law-making program of the National Assembly, there is a Law amending and supplementing a number of articles of the Law on Advertising, drafted by the Department of Grassroots Culture, which is continuing to coordinate with relevant agencies of the National Assembly's Committee on Culture and Society to receive and revise the draft Law according to the opinions of National Assembly deputies for submission to the National Assembly.
Regarding the program for developing Decrees in 2025, the Ministry of Culture, Sports and Tourism will preside over the development of 2 proposals for developing Decrees and 21 draft Decrees.
Regarding the Minister's 2025 Circular development program, there is currently 1 Circular in the drafting process and 8 Circulars in the process of implementing construction procedures.
Group 9 Circulars regulating the Law on Cultural Heritage are in the process of posting and soliciting opinions on draft Circulars.
Circulars on economic and technical norms for providing public career services have issued 9 circulars and appraised 7 circulars...
For groups of documents detailing the Law on Cultural Heritage, the volume of detailed regulations is very large while the time for drafting the documents is relatively short.

Along with the drafting of documents, the Ministry is currently seeking opinions from the Ministry of Justice and the Government Office on the proposal to submit to the Prime Minister for permission to integrate and incorporate some contents in Decrees and Circulars in the direction of reducing from 7 Decrees to 3 Decrees, 9 Circulars to 3 Circulars.
For the group of documents developed from 2024 to 2025, some tasks have not yet ensured the progress of completing the documents as required after submitting to the Government and the Prime Minister. For the group of Circulars on economic and technical norms, there are still problems arising from the name of public career services and the necessity of issuing services...
At the meeting, Minister Nguyen Van Hung listened to the opinions of Deputy Ministers: Hoang Dao Cuong, Ho An Phong and representatives of the Department of Performing Arts, Department of Cultural Heritage, Department of Physical Education and Sports, Department of Copyright, Department of Cinema, Department of Training, Department of Family... on the implementation of the development of legal documents of the culture, sports and tourism sector.
Faced with the difficulties in the work of drafting legal documents of the Ministry of Culture, Sports and Tourism, which the Legal Department mentioned in the report on the implementation of drafting legal documents of the Ministry of Culture, Sports and Tourism as well as the sharing of many leaders of departments and divisions at the working session, Minister Nguyen Van Hung said: "We must have a broad vision, we must change our thinking, the work of drafting laws must ensure management but at the same time must promote creativity. If we just do it to get it over with, the crime is greater than not doing it. It is not because we find it difficult that we do not do it and we must definitely abandon the mindset of "if we cannot manage, we must ban it".
The Minister requested that agencies and units under the Ministry focus on completing tasks on perfecting the law in 2025; proactively research and advise the Ministry's leaders to institutionalize the Party's guidelines and policies and the State's policies, contributing to perfecting the institution in the spirit of Resolution No. 27-NQ/TW of the Central Executive Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period and directive documents of the Government and the Prime Minister.

Minister Nguyen Van Hung emphasized that it is necessary to set out the task of completing 42 products, including laws, decrees, and circulars in the implementation of the development of legal documents of the Ministry of Culture, Sports and Tourism with the goal of completing them on schedule and ensuring quality. It is unacceptable to do things carelessly. State management agencies and units must strengthen the review of legal documents in the assigned fields of management advice. Accordingly, the review of legal documents must be done regularly and when there are new legal documents issued by competent authorities at higher levels to promptly detect limitations and inadequacies, make recommendations to competent authorities to perfect the legal system, and make the review task a regular and important task in the work plans of agencies and units.

Minister Nguyen Van Hung requested that the Deputy Ministers assigned to be in charge of each field of the Ministry of Culture, Sports and Tourism need to closely direct the management agencies and units to direct the work of drafting legal documents to ensure progress, promptly detect and handle illegal, contradictory, overlapping, expired or no longer suitable regulations, especially in the context of implementing the current streamlining of the state apparatus, there will be many changes in the names and functions of agencies.
The Minister emphasized that there should be no document debt, and that the implementation should be focused on the roadmap to be completed. The Deputy Ministers in charge of the field must be responsible to the Minister./.
