In 2024, enrollment at educational and training institutions will be favorable, the number of candidates registering for admission and taking the aptitude test will increase, enrollment targets will be met and exceeded. In some schools, the benchmark scores will be higher than in previous years. This shows that society is increasingly interested in the fields of culture - arts - sports. The quality and brand of schools training in the fields of culture - arts - sports will be improved, parents and students will feel secure in their choice.

In addition to the achievements, educational institutions also face certain difficulties, limitations or shortcomings such as: the shortage of staff and lecturers, the lack of standardized qualifications, the lack of key leadership positions; the deterioration of facilities and equipment for training, which are not uniform... causing the training quality to not reach the desired level; some current regulations on enrollment and recruitment still hinder training units in enrollment and staff standardization;...
Associate Professor Dr. Nguyen Van Minh, Principal of Ho Chi Minh City University of Fine Arts, shared the current difficulties and shortcomings of the school.
According to Associate Professor Dr. Nguyen Van Minh, Principal of Ho Chi Minh City University of Fine Arts, Decree 116/2020/ND-CP of the Government on policies to support tuition fees and living expenses for pedagogical students, stipulating that schools can only enroll in pedagogical majors when there are orders from localities or the competent authority assigns the task, has caused the school to stop enrolling in the 2024 fine arts pedagogical major due to the lack of orders from localities.
Associate Professor Dr. Nguyen Van Minh said that in reality, the demand for human resources in fine arts and fine arts education in localities is very large, but the current regulations cause many difficulties in recruitment and training. Therefore, the School hopes that the Ministry of Culture, Sports and Tourism and the Ministry of Education and Training will have specific instructions to solve the problem.
With the same difficulties, the Ho Chi Minh City Dance School, Ho Chi Minh City Conservatory of Music and Ho Chi Minh City University of Theatre and Cinema also lack personnel and need to supplement their staff to be able to complete their assigned tasks well. In particular, the Ho Chi Minh City University of Theatre and Cinema has a low rate of lecturers with the title of professor, associate professor, and doctorate degree compared to practical requirements.
"The Conservatory is also lacking permanent lecturers for key majors, along with a lack of teaching and learning equipment such as practical performance instruments and a dilapidated concert hall...", said Dr. Meritorious Artist Hoang Ngoc Long, Acting Director of the Ho Chi Minh City Conservatory of Music.
Ho Chi Minh City University of Culture has so far carried out national-level scientific tasks. In particular, it has completed a national-level project: "Via Ba Chua Xu Festival on Sam Mountain" (An Giang) submitted to UNESCO for recognition as a representative intangible cultural heritage of humanity. At the same time, the school has also implemented the project of Teaching and Learning Foreign Languages in the National Education System for the period 2017-2025.
Minister Nguyen Van Hung and the delegation of the Ministry of Culture, Sports and Tourism listened to reports from units.
Sharing the same difficulties, the Ho Chi Minh City National Sports Training Center said that this unit also faces many difficulties in terms of facilities and training equipment for national sports teams and needs to add personnel, the assigned staff is low and does not meet the unit's needs.
After listening to the opinions of the units under the Ministry in Ho Chi Minh City, Director of the Training Department Le Anh Tuan, Director of the Sports and Physical Training Department Dang Ha Viet, Director of the Personnel Organization Department Le Duc Trung, Director of the Planning and Finance Department Le Hong Phong and Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Danh Hoang Viet informed and answered questions, difficulties and suggestions from the units regarding current regulations, thereby supporting the units to better perform training, coaching and performing assigned tasks.
Concluding the working session, Minister of Culture, Sports and Tourism Nguyen Van Hung highly appreciated the achievements of the units in the past time, with many efforts and attempts to complete tasks, closely following the assigned functions and tasks.

Minister Nguyen Van Hung emphasized that the scientific research results, scientific topics applied to practice from the units, the quality and brand are improved, evidenced by the enrollment targets reaching and exceeding the set plan, proactive international cooperation,... are "bright spots" that are worth noting, need to continue to be maintained and promoted, especially for enrollment work.
"Units need to focus on perfecting the staff and lecturers, proactively reviewing and improving the quality of education, implementing well the tasks of the new school year, completing the quality assessment of educational institutions... In particular, focus on Party building work, because after all, the nature of Party building is to build people," Minister Nguyen Van Hung suggested.
