The urgent directive of Minister of Education and Training Nguyen Kim Son was issued in the context of consecutive cases of leaking the 2023 high school graduation exam questions in Literature and Math on the first exam day - June 28, causing public confusion.
Accordingly, Mr. Son stated that the risk of using high-tech devices to cheat on exams has been predicted and stated in the directives and guidance documents of the Ministry of Education and Training. This is also one of the key contents of training in recent times. "
"However, on the first day of the graduation exam, there were still cases of candidates intentionally using high-tech devices to transfer exam questions outside," the Minister emphasized.

Therefore, the Ministry of Education and Training requests that the Chairmen of the People's Committees of provinces and cities thoroughly instruct the Provincial Steering Committee to focus on directing the following three tasks.
First, localities should increase dissemination and remind candidates to strictly follow the examination regulations. At the same time, require invigilators, examination room supervisors and forces participating in organizing the examination to concentrate highly, apply the knowledge and skills that have been trained to prevent violations of examination regulations, especially the use of technological devices to cheat on exams.
The Ministry requires localities to promptly report to competent authorities to handle violations according to regulations.
Second, it is necessary to continue to strengthen coordination with security forces to take measures to ensure security and safety of exams in the area, especially to prevent and stop the use of high technology to violate exam regulations.
Third, localities proactively provide information to the press about the exam situation, handling of violations of regulations and unusual situations for timely propaganda, warning and deterrence.
On June 28, more than 1 million candidates nationwide completed two 2023 high school graduation exams: Math (90 minutes multiple choice) and Literature (120 minutes essay). After each exam, public opinion was stirred by information reflecting the situation of candidates leaking exam questions during the exam time.
Specifically, this morning, a Literature exam was posted on social media at around 8am. The photo shows that the exam was taken in the exam room, next to the exam paper is the exam notice. Meanwhile, according to regulations, the Literature exam time is from 7:35am to 9:35am. Candidates can leave the exam room at the earliest after two-thirds of the time, but must submit both the exam paper and scratch paper. This means that the exam paper cannot be taken out of the exam room before 9:35am.
In the afternoon, after the candidates finished the Math exam at 4 p.m., there was also suspicion of leaked questions. Upon receiving the information, the Ministry of Education and Training reported it to the Internal Political Security Department of the Ministry of Public Security for verification. For now, the Ministry believes that the two incidents mentioned above will not affect the exam.
According to initial verification results, a candidate in Cao Bang used his phone to take a picture of the Literature exam and send it out to a relative for help. Regarding the Math exam, the authorities determined that the candidate involved was from the Yen Bai Provincial Examination Council. This candidate is suspected of using his phone to take a picture of the exam and send it out.
