Inspecting the implementation of Circular 29 on tutoring and supplementary classes in some localities such as Hai Phong and Bac Giang , Deputy Minister of Education and Training Pham Ngoc Thuong stated that, with the Politburo's decision to waive tuition fees for students from preschool to high school, it is correct that tutoring and supplementary classes within schools are not charged.
According to Deputy Minister Pham Ngoc Thuong, the highest goal that the Ministry of Education and Training (MOET) and the education sector need to persistently and wholeheartedly pursue is to teach the curriculum well, ensuring that teachers and students contribute their efforts effectively and are happy at school. Implementing Circular 29 effectively will help students develop self-learning, autonomy, and independence from the secondary school level, expanding their safe zone beyond the school. Self-learning does not mean learning alone; for secondary school students, teachers are facilitators, leaders, and guides, not just transmitters of knowledge.
Mr. Thuong suggested that local education departments recognize and clearly identify the negative consequences of widespread tutoring and extra classes in order to take decisive and concerted action aimed at benefiting students, honoring the education sector, and protecting the legitimate rights and interests of teachers.
Regarding professional solutions, Mr. Thuong decisively directed that the teaching of core subjects be improved. Specifically, schools should innovate teaching methods, pay attention to each student, especially weak students; innovate testing and evaluation; appropriately assign teachers; guide students to diversify learning methods, self-study with guidance, group learning, and learning through modern tools and technologies… In the long term, it is necessary to build enough schools and classrooms to eliminate the pressure of class sizes and the pressure of specialized schools and selective classes; promote competition, reward and honor collectives and individuals who perform well, are dedicated and responsible, and strictly handle cases of violations.
Previously, during an inspection of the implementation of Circular No. 29/2024 of the Ministry of Education and Training on supplementary tutoring in Hanoi at the end of February, in order to decisively and effectively end the widespread practice of supplementary tutoring, Deputy Minister of Education and Training Pham Ngoc Thuong requested that the Hanoi Department of Education and Training thoroughly adhere to the "5 No's" principle and effectively implement the "4 Emphasiss". The "5 No's" are: no half-hearted efforts, no compromise, no leniency, no distortion of the issue, and no making empty promises; the "4 Emphasiss" are: emphasizing the role of education administrators at all levels; emphasizing the self-respect and dedication of teachers to their students; emphasizing the self-awareness and self-learning of students; and emphasizing the collaborative role between schools, families, and society.
A significant concern expressed by students and parents in Hanoi is whether students will have enough knowledge to pass the upcoming 10th grade entrance exam, given that the education sector has just stopped extra tutoring. Recently, at a counseling program titled "Confident in Entering 10th Grade" held at Chu Van An High School for the Gifted (Hanoi), Mr. Nguyen Xuan Thanh – former Director of the Secondary Education Department (Ministry of Education and Training) – stated that, according to Circular 29, extra tutoring is about proactively self-study, self-review, and self-supplementing knowledge. If students don't understand something, they should proactively ask their teachers for clarification; extra tutoring doesn't necessarily mean having a private tutor. Students should also be confident in their abilities, knowing how many subjects they will study in 10th grade, how many subjects they can choose, and which subjects suit their abilities and strengths…
Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology and Chairman of the Board of Directors of Dinh Tien Hoang High School (Hanoi), believes that the previous examination system led to a situation where students could not pass difficult exams without extra tutoring. However, the current guidelines for testing and evaluation under the 2018 General Education Program emphasize the need for students to independently develop their knowledge, thereby transforming that knowledge into their own personal abilities. This is the path to a healthy, positive, and high-quality educational development.
