On October 12, the People's Committee of Binh Phuoc province held a workshop on the current situation and solutions to improve the quality of primary education.
According to the People's Committee of Binh Phuoc province , by the end of the 2022-2023 school year, the province has 164 schools, including 121 primary schools and 43 primary-secondary schools with more than 107,000 students. The rate of primary schools meeting national standards level 1 is 36.89% (62% nationwide). The province currently has 130 satellite schools.
The merger of schools in some districts and towns has caused difficulties in management and teaching. In addition, each subject teacher has to teach at many schools and move constantly, which partly affects the quality of teaching.
Representative of Kim Dong Primary School (Bu Dang District) hopes that the school will be built soon to eliminate the isolated points.
In the 2023-2024 school year, Binh Phuoc's education sector is lacking about 480 primary school teachers, especially English and IT teachers. The percentage of students who can choose to study English and IT in grades 1, 2, 4, and 5 is below 30%, much lower than the national average...
Delegates recommend that the Provincial People's Council soon approve the policy that schools can sign contracts with teachers and supplement funds to pay for overtime for teachers.
Proposal not to reduce staff by equalization
Faced with the increasing shortage of teachers every year, the Binh Phuoc education sector has proposed that the Government not implement a systematic and annual reduction in staffing levels for all localities; support investment capital for the province to build facilities and teaching equipment; increase the ratio of teachers in classes with 2 sessions/day from 1.5 teachers/class to 1.8 teachers/class...
At the workshop, many delegates proposed solutions to solve the "problem" of teacher shortage such as seconding junior high school teachers to teach IT and English; developing a contract recruitment plan for IT and English teachers; recommending the Provincial People's Council to approve the policy of schools being allowed to contract teachers, supplementing funds to pay for overtime for teachers who have to teach extra hours; promoting the socialization of education; investing more in facilities, schools, etc.

At the workshop, Ms. Tran Tuyet Minh, Vice Chairman of Binh Phuoc Provincial People's Committee, raised groups of issues that need to be addressed such as investing in new construction and purchasing school equipment; perfecting the team of managers, teachers and staff; improving the quality of teaching and learning, especially the problem of lack of teachers of information technology and English; continuing to apply information technology and digital transformation in education...

Ms. Tran Tuyet Minh also requested the Department of Education and Training to coordinate with departments, branches, and People's Committees of districts and towns to advise the Provincial People's Committee on specific groups of issues in order to promptly resolve and remove difficulties and obstacles regarding staff and teachers to meet the goal of improving teaching quality.
