Implementing the roadmap for universal health insurance, Nam Truc district has focused on implementing many solutions to develop health insurance participants. In particular, the district Social Insurance has actively coordinated with functional agencies, communes and towns to promote the dissemination of health insurance policies and laws among all classes of people.

Comrade Vu Thi Bich Hong, Director of Nam Truc District Social Insurance, said: In order to maintain and develop health insurance participants, the district Social Insurance coordinates with the district Cultural, Information and Sports Center and the People's Committees of communes and towns in the district to inform and propagate policies and laws on health insurance; the role and responsibility of Party committees at all levels, local authorities and socio-political organizations, special associations, enterprises and individuals in mobilizing people of all walks of life to strictly implement the Party's policies and the State's laws on health insurance. For communes with low health insurance coverage rates, the district Social Insurance coordinates to organize propaganda and dialogues, answering people's opinions on the implementation of health insurance policies... The district Social Insurance coordinates with the district Post Office to organize mobile propaganda campaigns, distribute leaflets, and provide direct consultation to business households and people at markets to attract health insurance participants. By promoting propaganda work to help people, workers, and employers better understand their rights and obligations when participating in health insurance. Along with that, the District People's Committee assigned specific health insurance development targets for each target group to each locality; linking the responsibility of Party committees and authorities with the health insurance coverage rate in the area. Organizations: Women's Union, Veterans Association, Red Cross Association, and District Elderly Association also actively mobilized members to participate in health insurance. The District Women's Union mobilized cadres and members to actively participate in supporting and creating financial resources to support cadres and members in difficult circumstances to buy health insurance cards. Identifying the development of student health insurance as one of the important tasks of the sector, the District Social Insurance coordinated with the Health Center, the Department of Education and Training and related departments, branches, and localities in the district to promote propaganda work on the provisions of the Law on Health Insurance for students. The Department of Education and Training assigns the target of student health insurance participation rate to each school and includes the criteria on student health insurance participation rate as one of the criteria for evaluating the emulation classification of each educational institution; evaluating the level of task completion and law compliance of students. With synchronous solutions, the number of students participating in health insurance in the district is constantly increasing. Many schools in the district have achieved and exceeded the student health insurance plan such as: Nam Hoa Primary School achieved 104.89%, Hong Quang Primary School achieved 104.61%, Dien Xa Secondary School achieved 108.70%, Nam Loi Secondary School achieved 107.59%... With the participation of the entire political system, the work of developing groups of subjects participating in health insurance in the district has achieved many positive results. In the first 6 months of 2023, the whole district had 158,421 people participating in health insurance, reaching a coverage rate of 89.07% of the population.
In order to better serve the people, the district Social Insurance actively reformed administrative procedures; deployed software for declaring social insurance, health insurance, unemployment insurance (BHTN), occupational accident and disease insurance to all employers in the area. The district Social Insurance thoroughly encouraged cadres and employees to innovate and be creative in professional and technical activities, especially administrative procedure reform to bring peace of mind and satisfaction to people and businesses coming to work. By June 30, 2023, the district Social Insurance received 7,817 records directly at the "one-stop" department, with a record settlement rate of 97.6%. The district Social Insurance launched a movement to encourage people to install and use the VssID application. To date, the whole district has 25,175 people installing it, reaching 16.55% of the total number of participants. In addition, the district Social Insurance issued 1,480 health insurance cards for children under 6 years old through the system connected with the Ministry of Justice. Implementing Project 06 on Developing population data applications, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030, in the first 6 months of 2023, the entire district synchronized with national population data for 135,268 people, reaching 89.1% of the total number of participants.
Identifying the fundamental solution to attract people to participate in health insurance is to ensure the legitimate rights of health insurance cardholders when examining and treating diseases. The District People's Committee directs medical facilities to improve the quality of medical examination and treatment for people with health insurance cards. The District mobilizes resources to invest in strengthening facilities and medical equipment at the District Health Center and the system of commune and town health stations; paying attention to training and improving the level of political theory and professional expertise for medical staff such as: sending doctors to study specialties, opening training courses, updating and improving knowledge about professional skills; inviting good doctors from higher levels such as the Provincial Obstetrics Hospital and the Provincial General Hospital to transfer some techniques. Up to now, doctors of the District Health Center have proficiently performed techniques according to the list of technical classifications of the Ministry of Health, gradually improving the quality of examination and treatment for patients, creating trust among patients.
In addition to positive results, in the process of implementing the universal health insurance roadmap, Nam Truc district encountered some difficulties due to the large number of people of working age working away from home, leading to limitations in monitoring cardholders and developing household health insurance participants. In addition, a number of people do not fully understand the rights and obligations of participating in health insurance; only when they are sick do they need to buy health insurance cards, affecting the development of subjects. In addition, the situation of late payment and evasion of social insurance, health insurance, and unemployment insurance in the district is still complicated, affecting the lives and rights of workers. Some enterprises continue to owe social insurance, health insurance, and unemployment insurance. To overcome the situation of unpaid insurance premiums, the district Social Insurance regularly urges and directly works with employers to request payment or commit to a payment schedule to reduce the debt of social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance. Report to competent authorities to handle debt units that affect collection plans and employee benefits.
In the coming time, Nam Truc District Social Insurance will continue to promote the dissemination of health insurance policies to raise awareness and responsibility of agencies, units, businesses and people; promote the development of health insurance participants. Strictly implement the appraisal process in health insurance examination and treatment, ensure the correct policies, subjects and benefits for participants when going for medical examination and treatment at medical facilities./.
