To ensure water sources for industrial production activities, relevant sectors of the province and clean water production and business units are actively implementing measures to prevent drought and saltwater intrusion to ensure safe and continuous water supply to serve industrial zones.

According to the monitoring of the Irrigation Sub-Department, at 7:00 a.m. on April 24, the water level in the province's three major reservoirs was lower than the normal water level. Of which, Cua Dat reservoir (Thuong Xuan) was at +87.57m, 22.43m lower than the normal water level, 0.72m lower than the water level in the same period in 2023. Song Muc reservoir (Nhu Thanh) was at +30.10m, 2.9m lower than the normal water level, 1.82m lower than the water level in the same period in 2023. At Yen My reservoir (Nong Cong), the level was +16.17m, 4.19m lower than the normal water level, 0.76m lower than the water level in the same period in 2023. To ensure the supply of raw water for enterprises in Nghi Son Economic Zone, clean water factories at Dong Chua Lake, clean water factories at Que Son Lake, clean water factories in Nguyen Binh Commune, Long Hai clean water treatment and supply factory and Song Chu Irrigation Company Limited have developed plans to store water in lakes and canal systems, and regulate it to suit the needs of enterprises. At the same time, water supply units have proactively maintained main pipelines, pumping stations and equipment to be ready to meet the water needs of enterprises according to contracts. In addition, water supply units have proactively reserved field pumps, generators and pipelines for timely replacement, providing continuous water supply 24/24h for enterprises to produce without interruption.
Currently, in the province, there are Nghi Son Economic Zone and Le Mon Industrial Zone, Dinh Huong - Tay Bac Ga, Hoang Long (Thanh Hoa City); industrial zones along Ho Chi Minh Highway, such as Thach Quang (Thach Thanh); Ngoc Lac; Bai Tranh (Nhu Xuan); Bim Son Industrial Zone; Lam Son - Sao Vang Industrial Zone (Tho Xuan). The annual demand for industrial water is about 43 million m3 and by 2025 it will be 168 million m3. However, according to the Irrigation Department, Nghi Son Economic Zone is located in the South of Chu River (an area with high potential for water shortage), with the water supply for industrial production largely dependent on the water source of Yen My and Song Muc reservoirs. Currently, a raw water pipeline with a capacity of 90,000m3/day and night and 2 clean water supply systems have been invested, with a total capacity of 120,000m3/day and night to serve industrial production in Nghi Son Economic Zone. However, up to now, Yen My Lake has not yet accumulated water to the design water level, so it is affected by the greater water shortage. For industrial parks in the South of Chu River, North of Ma River and the downstream of Buoi River, water sources are taken from Len River, Ma River, Buoi River... such as: Bim Son Industrial Park, Thach Quang Industrial Park, Le Mon Industrial Park, Dinh Huong Industrial Park - Northwest Ga... are also areas that are often affected by water shortage, drought, and saltwater intrusion.
According to Nguyen Thi Anh Nga, Deputy Head of Thanh Hoa Irrigation Sub-Department, to ensure water sources for industrial production, hydropower plants and units operating irrigation works have measures to regulate and supplement water sources between works and related systems such as supplementing irrigation water sources between the Bai Thuong system and the Muc River system via the N8 canal, using the Truong Minh irrigation pumping station to irrigate the tail of the southern canal of the Muc River, and reserving water from the Muc River to supply to Nghi Son Economic Zone. In the long term, it is necessary to invest in building new lakes and dams in mountainous areas according to the plan to increase water storage capacity and exploit water for production; build regulating lakes in low-lying areas to both store water and drain water, ensuring water security. Strengthen the investigation and assessment of water resources, assess the current status of irrigation works and other water exploitation and use, prioritizing areas that are and are at risk of water shortages, areas with increasing demand for water exploitation. Along with that, strengthen propaganda work to people, cooperatives, and enterprises directly involved in water management and service provision to effectively implement water management and use solutions.
