The project has been approved in principle for investment by the Provincial People's Committee in Decision No. 3319/QD-UBND dated December 26, 2022, amended and supplemented in Decision No. 373/QD-UBND dated February 17, 2025.
Accordingly, the form of investor selection is to approve investors without auctioning land use rights, without bidding to select investors to implement projects using land according to the provisions of Article 124 of the 2025 Land Law.
Investor approval (investor selection) will be carried out after the land area planned for project investment has been approved by the competent state agency in principle for changing the purpose of forest use and ensuring conditions on land, investment and related conditions according to regulations.
Con Dao Waste Treatment Plant will treat domestic waste in Con Dao district, recycle some useful products to bring high efficiency in environmental protection, create a favorable environment for domestic waste treatment to attract other investments to invest in the locality.
According to Decision No. 3319/QD-UBND dated December 26, 2022, the project has a scale of: 36 tons/day by 2030, 50 tons/day by 2040 and expected to be more than 66 tons/day by 2045. The total minimum investment capital of the project is 78,257 billion VND.
The project's operating period shall not exceed 49 years from the date the investor signs the contract with the competent state agency.
The project is expected to be implemented in Ben Dam area, Con Dao district, with an area of about 1.92 hectares. This is the land belonging to lots 380a79, 402ca, 403a, plot 1, sub-area 58, ecological restoration subdivision of Con Dao National Park.
According to the People's Committee of Ba Ria - Vung Tau province, the technology applied to the project will prioritize technology lines in the project that originate from developed countries (G7, EU), with technology commitment or certification (licensing) from the technology owner or technology transfer provider.
