Ha Tinh resolutely reclaims land from projects violating land laws

On March 26, information from the People's Committee of Ha Tinh province said that the Chairman of the People's Committee of this province has just sent a document to the Department of Agriculture and Environment, the Department of Finance, the Provincial Economic Zone Management Board, the People's Committees of districts, cities and towns requesting to review and advise on handling projects that are slow to put land into use.

Accordingly, the above units continue to strengthen inspection and examination of projects that have been allocated land or leased land but are slow to put the land into use; promptly detect violations to rectify and handle according to regulations.

The Ngoc Linh General Hospital project in Ha Tinh province, invested by Ngoc Linh General Hospital Company Limited based in Ho Chi Minh City, after 14 years of implementation, is still just an empty lot.

“Resolutely reclaim land from projects that violate land laws, especially projects that have had their investment policies extended, their land use schedules adjusted multiple times according to the Investment Law and Land Law; thereby, there will be strict sanctions to ensure that investors promptly implement projects; avoid speculation, land holding, and waste of land resources,” the document stated.

Conduct a review of all projects that have been allocated land or leased land but are slow to put the land into use; based on the review results, the Department of Agriculture and Environment shall compile statistics, classify, and develop a plan for the Department to handle according to its authority, and at the same time advise and propose the Provincial People's Committee to direct the strengthening of state management - report to the Provincial People's Committee before April 20, 2025.

Directors (Heads) of the above-mentioned units and related agencies are responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee, and inspection and examination agencies if there is land waste and consequences caused by lack of responsibility, lax management, and lack of coordination in inspection and review.

The Chairman of the People's Committee of Ha Tinh province also requested the Department of Agriculture and Environment to study appropriate and effective management solutions to monitor, inspect, guide and urge the use of land for projects immediately after the Provincial People's Committee issues decisions on land allocation, land lease and land use purpose change; promptly detect and handle according to authority, propose competent authorities to handle violations according to law, not to prolong, causing land waste and causing consequences.

In addition, the Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the above-mentioned units and relevant agencies to advise on a specific plan to completely handle projects that are behind schedule and slow to put land into use according to the list reported by the Department of Agriculture and Environment in Official Dispatch No. 751/STNMT-DD2 dated February 26, 2025, and report to the Provincial People's Committee before April 15, 2025. At the same time, the Chairman of the People's Committee of Ha Tinh province requests that the Provincial People's Committee periodically report on the implementation situation and results every month (before the 25th).
