At the meeting, representatives of Dong Nai Provincial People's Committee reported to the Delegation on the results of implementing land use planning and plans; the situation of issuing documents to implement the Land Law 2024; proposing and recommending a number of issues related to budget issues, removing difficulties and obstacles of real estate projects in the area...
The working group raised a number of issues requesting the Dong Nai Provincial People's Committee to clarify related to the local land use needs; requested the province to carefully review the land use needs, predict and balance the ability to complete by 2030, thereby proposing to adjust land use indicators, and at the same time, need to have a convincing explanation plan for the proposed adjustment of land use indicators.

The working group also raised the issue of not organizing district-level administrative units in the near future, merging some provinces and cities, which means there will no longer be district-level land use planning and annual district-level land use plans; at the same time, land use planning indicators will be specified to the commune level.

Thus, adjusting the planning and land use plan at this stage may cause difficulties for the province as soon as the planning and land use plan have been approved. Does Dong Nai have any recommendations to the National Assembly, specifically on amending and supplementing legal provisions related to planning and land use plans?
Concluding the meeting, Vice Chairwoman of the Economic and Financial Committee Doan Thi Thanh Mai highly appreciated the leadership and direction of the leaders of the People's Council and People's Committee of Dong Nai province in proactively and actively directing and implementing assigned tasks according to the Resolution of the National Assembly on the National Land Use Planning for the period 2021-2030, with a vision to 2050, the 5-year National Land Use Plan 2021-2025 and the Decision of the Prime Minister on allocating National Land Use Planning targets to provinces and centrally run cities. At the same time, issue assigned documents to implement the Land Law 2024.
However, according to Dong Nai's report, the locality cannot be proactive in forecasting land use demand due to the continuous addition of key national, regional and local projects and works, and most of the land use indicators are lower than planned. Regarding the issuance of documents implementing the Land Law, Dong Nai has not yet compiled the contents of the 2024 Land Law assigned to the Provincial People's Council and People's Committee for issuance.

The Vice Chairman of the Economic and Financial Committee requested the People's Council and People's Committee of Dong Nai province to continue to study and review the land use planning indicators for the period of 2021-2025, and find solutions to complete the goals for the period of 2021-2025. At the same time, complete the report, closely follow the outline and send it to the Working Group, as a basis for the process of examining the adjustment of the national land use planning for the period of 2026-2030.

Based on the allocated targets for the 2021-2030 period, along with the local socio-economic development, Dong Nai needs to carefully study, review, and balance the land use targets of sectors and fields to propose adjustments to the land use planning for the 2026-2030 period in accordance with the local land use needs; at the same time, have specific recommendations for the Government and the Ministry of Agriculture and Environment in the process of proposing adjustments to the local land use planning for the 2021-2030 period, with a vision to 2050. Carefully prepare, pay more attention, and provide closer direction to the preparation, review, appraisal, and approval of land plans, especially in the coming period when there will be major changes in the government apparatus in localities.

Continue to implement the 2024 Land Law, review documents under the authority of localities to complete, propose amendments and supplements to contents under the authority of the National Assembly, Government, and relevant ministries and branches.
