8 years to become a World Heritage of Ba Chua Xu Festival of Sam Mountain

(CLO) Tomorrow (March 19), in Chau Doc City, An Giang Province, a solemn ceremony will be held to receive the UNESCO certificate recognizing the Festival of Lady Chua Xu of Sam Mountain as an Intangible Cultural Heritage of Humanity. Few people know that, to achieve this result, this Heritage has gone through a tireless 8-year journey...


As planned, on March 19, in Chau Doc City, An Giang Province, a solemn ceremony was held to receive the UNESCO certificate recognizing the Via Ba Chua Xu Nui Sam Festival (Festival) as a Representative List of Intangible Cultural Heritage of Humanity (World Heritage).

This is the first heritage of Vietnam whose subjects are the majority and minority ethnic groups; the second heritage of the Southern region to be recognized as a World Heritage, after Southern amateur music.

According to Mr. Nguyen Khanh Hiep - Director of the Department of Culture, Sports and Tourism of An Giang province, it took 8 years of continuous work for the Festival to be recognized as a World Heritage.

Specifically, on June 1, 2016, at the headquarters of the Ministry of Culture, Sports and Tourism, during the working session of Deputy Minister Dang Thi Bich Lien with the leaders of An Giang province, the dossier of the Festival submitted to the United Nations Educational, Scientific and Cultural Organization (UNESCO) for inclusion in the List of World Heritage was raised.

By May 2020, the Ministry of Culture, Sports and Tourism submitted a document to the Prime Minister for permission to coordinate with relevant ministries, branches and localities to develop a heritage dossier expected to be submitted to UNESCO, including the Festival.

In June 2020, the Government Office announced the plan to compile dossiers of Vietnam's typical intangible cultural heritages to submit to UNESCO, including the Festival.

On that basis, in January 2021, the People's Committee of An Giang province issued Plan No. 46/KH-UBND, building a national nomination dossier for the Festival, and at the same time assigned the People's Committee of Chau Doc city to preside over the preparation of this nomination dossier.

In May 2021, Chau Doc City People's Committee signed a contract with the consulting unit, Ho Chi Minh City University of Culture, to prepare a dossier for the Festival to submit to UNESCO for inclusion in the World Heritage List.

From May 2021 to February 2022, the Festival dossier was carried out in accordance with legal regulations and the An Giang Provincial People's Committee submitted it for appraisal from the National Cultural Heritage Council; Ministry of Culture, Sports and Tourism.

In March 2022, the Government agreed to submit the Festival's dossier to UNESCO for consideration of inclusion in the World Heritage List.

In May 2023, the Ministry of Culture, Sports and Tourism sent a document requesting the Vietnam National Commission for UNESCO to review the Festival's dossier for the 2024 review period.

In July 2023, the Secretariat of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage sent a dispatch to the Department of Cultural Heritage confirming that the Festival's dossier is being assessed for consideration of inclusion in the 2024 review cycle at the 19th meeting of the Intergovernmental Committee of the 2003 Convention, held in Paraguay from December 2, 2024 to December 7, 2024.

From August 2023 to May 2024, An Giang Provincial People's Committee repeatedly chaired the work of supplementing and completing the Festival dossier at the request of the Secretariat of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage.

In June 2024, the Ministry of Culture, Sports and Tourism issued a document announcing the progress of the Festival dossier at the 19th session of the Intergovernmental Committee of the 2003 UNESCO Convention.

After active, urgent and responsible preparation, on December 4, 2024, in the capital Asunción, Paraguay, within the framework of the 19th Session of the Intergovernmental Committee for the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, the Festival was officially recognized by UNESCO as a World Heritage.
