In the development flow of a country that is strongly integrating like Vietnam, culture is not only a valuable heritage but also a driving force for sustainable change. The National Target Program on Cultural Development for the period 2025 - 2035 is a commitment to demonstrate a strategic vision in shaping national identity and creating a solid foundation for the future.

Vietnam has long affirmed that culture is the heart of social development. The first steps in this journey were marked by the Outline of Vietnamese Culture in 1943, a historic platform that paved the way for the construction of a national culture rich in identity. Through historical periods, the role of culture has been increasingly affirmed. Culture has both fostered national pride and become an endogenous source of strength to help the country overcome difficulties and conquer challenges.

In the context of current international integration, the importance of culture is increasingly enhanced. From major decisions such as Resolution 33-NQ/TW to the Vietnam Cultural Development Strategy 2030, culture has been shaped as a driving force to promote the economy, society, and community spirit. It is in the intersection between tradition and modernity that culture becomes a bridge to position Vietnam on the world map.

The National Target Program on Cultural Development for the period 2025 - 2035 was born as a continuation and a leap forward in the way of building and preserving culture. The program aims to preserve intangible and tangible cultural values, while promoting the strong development of cultural industries. This is a comprehensive strategy to turn culture into a sustainable economic resource, bringing practical benefits to all classes of people.

Looking back at the current situation, many cultural heritages are facing the risk of being lost due to the impact of time and social changes. From historical relics being degraded, intangible values gradually being forgotten, to the gap in cultural enjoyment between urban and rural areas, the problem is how to balance conservation and development. This program is expected to address these challenges by investing heavily in cultural infrastructure, improving management capacity and increasing community awareness in preserving heritage.

The program aims at important conservation goals while focusing on building modern cultural industries such as cinema, music, fashion and cultural tourism. These creative fields become a bridge for Vietnam to spread cultural values to the world. Each cultural product created affirms national identity and demonstrates creative power and potential integration.

However, for the program to be successful, there needs to be coordinated efforts between management agencies, local communities and creatives. Cultural spaces need to be expanded, becoming places that encourage creativity and cultural exchange. At the same time, the connection between tradition and modernity also needs to be given due attention to create a culture that is both rich in identity and dynamic in the integration trend.

In this context, investment and support policies also need to be implemented synchronously. Resolution 19-NQ/TW and the Party's orientations have created a solid legal foundation for the implementation of the program. This is not only a short-term strategy but also a long-term plan, aiming at a development vision until 2045, when Vietnam becomes a developed and sustainable country.

The National Target Program on Cultural Development 2025 – 2035 carries with it great hope for a future where Vietnamese culture is preserved and strongly spread. From remote villages to modern cities, from thousand-year-old heritages to creative cultural products, all blend together to create a brilliant picture of the longevity and development of national culture.

On that journey, every Vietnamese person will be an important factor, joining hands to preserve and promote the precious values of our ancestors. Because culture is not only a heritage, but also the soul, the inner strength for the nation to confidently move forward in a world that is constantly changing. This program, with consensus and determination, will be a launching pad to bring Vietnamese culture further, affirming the position of a nation rich in courage and creativity in the international arena.
