The Office of the Hanoi People's Committee has just issued a notice on the conclusion and direction of the Chairman of the Hanoi People's Committee, Tran Sy Thanh, at the meeting to listen to reports on the progress and implementation of the Ring Road 4 - Capital Region Investment Project in Hanoi.
The Chairman of Hanoi City agrees with the site clearance progress as directed by Vice Chairmen of the City People's Committee Duong Duc Tuan and Nguyen Trong Dong in Notice No. 124 dated March 13, 2025 of the Office of the City People's Committee.
At the same time, request the People's Committees of districts to continue to focus on implementing and thoroughly resolving the remaining land area to be recovered, to be completed before April 15, 2025, this is the final deadline, no later than that.
For Me Linh district, it is necessary to continue to focus on implementing site clearance work in the area to ensure completion according to the above schedule; in case households have petitions that are contrary to regulations, violate site clearance policies, intentionally cause complications or oppose, affecting the progress of the Investment Project, consider applying administrative enforcement measures to recover land to ensure progress.
The Director of the Department of Agriculture and Environment was assigned to continue working directly and guiding the People's Committee of Me Linh district to remove difficulties and problems arising during the implementation process.
The City Chairman assigned the Vice Chairmen of the City People's Committee: Duong Duc Tuan and Nguyen Trong Dong to continue directing and thoroughly resolving difficulties and problems in Me Linh area.
Regarding the implementation of investment and construction component projects, for Component Project 2.1, the City Chairman assigned the City Traffic Construction Investment Project Management Board to urge contractors to complete Component Project 2.1 in October 2025 to welcome the City Party Congress.
For Component Project 3 (expressway construction investment), the City Traffic Construction Investment Project Management Board urgently prepares relevant documents so that after selecting an investor, it can immediately handle the necessary procedures, ensuring the construction progress on May 19, 2025.
Relevant City Departments and branches, based on their assigned functions and tasks, proactively coordinate and promptly resolve procedures to ensure the progress of starting construction of Component Project 3.
The Department of Finance is assigned to urgently advise and report to the City People's Committee to transfer the 2024 planned capital source allocated to the Investment Project to ensure funding for payment of the implemented volume of the Investment Project.
Regarding the adjustment of total investment, at the meeting of the Steering Committee for important national transport projects chaired by the Prime Minister on March 9, 2025, the Prime Minister agreed with the proposal that the adjusted value of total investment of component projects does not exceed the total overall investment.
The Hanoi City People's Committee is the presiding agency with a unified opinion for the Provincial People's Committees to decide to approve the adjustment of the Component Project; the City People's Committee has issued a unified document for the Bac Ninh Provincial People's Committee to approve the adjustment of Component Project 1.3; assigned the Department of Finance to advise and propose a report to the City People's Committee to have a unified document for the Hung Yen Provincial People's Committee to approve the adjustment of Component Project 1.2.
