Project progress is slow, some sections have stopped construction
The car road project to the administrative center of Ninh Phuoc commune has a total length of 5.1km. The project implementation period is from 2021 to 2024. The contractor is a joint venture between 6.3 Joint Stock Company and Trung Trung Bo Joint Stock Company. However, after nearly 4 years of implementation, the project progress is very slow, some sections have even stopped construction.
According to the Economic & Urban reporter, the project's first area had to be temporarily suspended due to land issues with Mr. Nguyen Van Long's household. In addition, the project also has land areas related to deforestation cases occurring in Ninh Phuoc commune.
The representative of the investor, the People's Committee of Nong Son district, said that Mr. Nguyen Van Long's family is poor, his wife has a serious illness, and has 4 children of school age. However, the land area where the family lives is not residential land, so only compensation for assets on the land is required, and cannot be arranged according to the resettlement plan. The family's finances are also not enough to pay about 400 million VND for a resettlement location. The locality is mobilizing, propagating, and finding a common voice.
As for the area related to deforestation, the forest status inspection has been completed. The District People's Committee is proposing a plan for construction implementation and the case is still under prosecution. This is an extremely necessary task to ensure the project continues to progress.
Currently, the investor has handed over 90% of the site to Trung Trung Bo Joint Stock Company and 30% of the site to 6.3 Joint Stock Company. However, the project implementation volume has only reached about 17%.
Still the reason is that there is no land for construction.
With the current progress, the road invested by the Nong Son District People's Committee will certainly not be completed by 2024. Therefore, the investor and contractor still have a lot of work to do if they want to bring the project to the finish line.
Mr. Nguyen Van Hoa - Chairman of Nong Son District People's Committee admitted that it is necessary to speed up the compensation and site clearance work. If the district completes the site handover by the end of 2024, the contractor will complete the project in 2025. Currently, there is still a large amount of excess land during the project's construction process, while the waste dump does not ensure capacity. In fact, Nong Son District has planned 3 mines to serve the project, of which 1 with a capacity of 30,000m3 is currently full, the remaining 2 have not yet completed site clearance.
According to Mr. Hoa, the People's Committee of Nong Son district is completing documents and procedures to submit to the Department of Natural Resources and Environment to request permission to take excess soil from the project and dump it into Ho Cai lake. This is a solution that can speed up the construction progress.
Faced with the slow progress, Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung assigned the Department of Transport to preside over and coordinate with the Department of Planning and Investment and related sectors and units to advise the province to consider and adjust the extension of the project implementation period to December 2025. However, Nong Son District People's Committee needs to have a report explaining and reviewing the responsibilities of relevant collectives and individuals and get the consensus of the Standing Committee of the District Party Committee.
For Mr. Nguyen Van Long's household, the Nong Son District People's Committee needs to have a definitive solution to have a site to implement the project. According to the report of the District People's Committee, considering the difficult family circumstances of Mr. Nguyen Van Long's household, it agreed on the policy of debt for land use fees according to the provisions of Article 26 of Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government.
The investor urgently approves the compensation, support and resettlement plan, as a basis for mobilizing households to hand over the land in October 2024. In case households do not agree, the District People's Committee will urgently carry out procedures to enforce land recovery to implement the project.
Regarding the deforestation incident, Nong Son District People's Committee coordinated and provided all relevant records and documents. The District Forest Protection Department filmed and took photos of the entire forest status within the project area to serve as a basis for assessing the current status before implementing the construction and performing related tasks.
