At the invitation of Prime Minister Pham Minh Chinh, Prime Minister of the Republic of Kyrgyzstan Adylbek Kasymaliev paid an official visit to Vietnam from March 5-7.
On the morning of March 6, after the official welcoming ceremony held solemnly at the Presidential Palace, Prime Minister Pham Minh Chinh held talks with Kyrgyz Prime Minister Adylbek Kasymaliev.

At the talks, on behalf of the Government and people of Vietnam, Prime Minister Pham Minh Chinh warmly welcomed Prime Minister Adylbek Kasymaliev and the delegation of the Government of the Kyrgyz Republic to their first official visit to Vietnam since the two countries established diplomatic relations in 1992.
Prime Minister Pham Minh Chinh affirmed that the visit of Kyrgyz Prime Minister Adylbek Kasymaliev is an important historical milestone, opening a new phase of cooperation for the traditional friendship between Vietnam and Kyrgyzstan, towards upgrading the relationship to a comprehensive partnership.

Kyrgyz Prime Minister Adylbek Kasymaliev was delighted to visit Vietnam for the first time, expressing his impression of witnessing the socio-economic development achievements that Vietnam has achieved in recent times under the wise direction of the Party, the effective management of the Vietnamese Government and Prime Minister Pham Minh Chinh himself.
Prime Minister Adylbek Kasymaliev highly appreciated Vietnam’s growing role in Southeast Asia; affirmed that Kyrgyzstan considers Vietnam a foreign policy priority and wishes to develop bilateral cooperation with Vietnam in areas where both sides have strengths and potential.
Prime Minister Pham Minh Chinh affirmed that the Party, State and people of Vietnam always attach importance to the traditional friendship between Vietnam and Kyrgyzstan, which has been nurtured by the leaders and people of the two countries over many generations; and will never forget the valuable support and assistance that the people of the Soviet Union, including the people of Kyrgyzstan, have given to Vietnam in the struggle for independence, national defense and socio-economic construction and development today.

In an atmosphere of sincerity, friendship and high trust, the two leaders informed each other about the situation in each country, discussed directions to promote bilateral relations, and agreed on many specific measures to create new momentum and deepen cooperation in many fields.
Prime Minister Pham Minh Chinh and Prime Minister Adylbek Kasymaliev affirmed the importance of maintaining contacts at all levels, especially at high levels, on all channels, as well as between ministries, sectors and localities, including bilateral contacts at international forums and conferences, especially at the United Nations; moving towards establishing direct exchange channels to effectively promote high-level agreements reached.
The two sides agreed to continue promoting the tradition of close coordination and mutual support at multilateral forums, especially at the United Nations.
Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to act as a bridge for Kyrgyzstan to strengthen cooperation with ASEAN, and hopes that Kyrgyzstan will promote its role and connect Vietnam with the Central Asian region; and asked Kyrgyzstan to support the stance of Vietnam and ASEAN on the East Sea issue.
The two leaders acknowledged the improvements in economic and trade cooperation, with bilateral trade gradually growing, however, it is not yet sustainable and has not met the potential of each side; emphasizing that the two countries need to further exploit the space created by the Free Trade Agreement between Vietnam and the Eurasian Economic Union.
To enhance the effectiveness of cooperation, the two sides agreed to support the establishment of coordination mechanisms between agencies in charge of economics, trade, investment, etc., as well as the possibility of soon establishing an Intergovernmental Committee and welcomed businesses of the two countries to establish direct relations with each other, participate in promotional activities and specialized fairs held in each country.
Prime Minister Pham Minh Chinh and Prime Minister Adylbek Kasymaliev also agreed to assign the ministries and branches of the two countries to soon promote negotiations and signing of agreements on double taxation avoidance, investment promotion and protection, economic cooperation, etc.; exchange of lists of goods that each country has export potential and strengths such as: wood and wood products, electronic products, textiles, aquatic products, seafood, fruits, cashew nuts, tea, etc.
Prime Minister Pham Minh Chinh asked the Chairman of the Council of Ministers of Kyrgyzstan to assign ministries and sectors to study the possibility of cooperation in the field of production and export of Halal products to the Kyrgyzstan market in particular and the Central Asian market in general.
The two sides agreed to expand cooperation to potential areas such as agriculture, defense-security, education-training, culture-tourism, localities, transport connectivity, especially aviation and railways to open up new cooperation spaces, create favorable conditions for enhancing mutual understanding between the people of the two countries, as well as promoting relations comprehensively.
Prime Minister Pham Minh Chinh thanked key leaders and the Kyrgyz government for their attention to the Vietnamese community currently living, working and studying in Kyrgyzstan and asked the Kyrgyz government to continue creating favorable conditions to ensure the lives of the Vietnamese community in the locality.
After the talks, the two leaders signed a Joint Statement on the results of the official visit to Vietnam by Kyrgyz Prime Minister Adylbek Kasymaliev and witnessed the signing and exchange of bilateral cooperation documents, including: Agreement on cooperation in the field of education; Memorandum of Understanding on cooperation in the field of law between the Ministry of Justice of Vietnam and the Ministry of Justice of Kyrgyzstan; Memorandum of Understanding between the Civil Aviation Administration, Ministry of Construction of Vietnam and the Civil Aviation Administration of Kyrgyzstan.
The Prime Minister of Kyrgyzstan respectfully invited Prime Minister Pham Minh Chinh to pay an official visit to Kyrgyzstan to discuss specific measures to promote cooperation in the coming time. Prime Minister Pham Minh Chinh happily accepted the invitation and asked the two countries' Foreign Ministries to arrange a suitable time./.
