Kinhtedothi-Promoting the role of mobilizing people to compete to contribute to the socio-economic development of the capital and the country, the Vietnam Fatherland Front at all levels in Hanoi has recently implemented the Campaign "All people unite to build new rural areas and civilized urban areas" with many positive results.
Many practical models from the grassroots
Typically, in Bac Tu Liem district, right after the Prime Minister signed the Decision promulgating the Regulations on criteria, order and procedures for considering and recognizing civilized urban standards with 9 groups of contents and 52 basic criteria, in March 2022, the Standing Committee of the Vietnam Fatherland Front Committee (VFF) of the district issued a plan to deploy propaganda and mobilize the construction of a model of "Civilized - safe - self-managed residential groups" according to 5 groups of self-managed criteria on cultural lifestyle, social order and safety, environmental sanitation, urban civilization and traffic safety.
After 1 year of implementation, the District Front system has developed 192/192 Front Working Committees, spreading and maintaining the effective operation of the model "civilized-safe-self-managed residential areas". The District has also replicated many new models and methods associated with the actual situation of the locality; promoted and mobilized resources from the people with the amount of 12.8 billion VND, along with thousands of working days to build and renovate 2,036m of alleys, 25 cultural houses, install sports equipment, and 1,496 residential area security cameras.
Chairman of the Vietnam Fatherland Front Committee of Bac Tu Liem District, Van Thuy Hoa, shared that, determining the construction of a civilized urban area towards the goal of ensuring a close and harmonious connection between economic and socio-cultural development, arousing moral values, good lifestyles and strongly promoting urban lifestyle, improving the quality of life for people, in 2024, the district launched a special emulation campaign to celebrate the 10th anniversary of Bac Tu Liem District officially coming into operation and the Congress of Delegates of the Vietnam Fatherland Front at all levels for the 2024-2029 term.
Thereby, 8 models of "The Front Committee of the People's Committee and Religion join hands to build a green, clean and beautiful environment" have been developed and replicated, 94 models of "My family equips itself with fire prevention and fighting equipment", 27 models of "Mobilizing people to unite to build civilized urban roads", 5 models of "Mobilizing people to unite to participate in the target program of sustainable poverty reduction", "Self-managed roads to ensure security and order" have been developed and replicated... Along with that are the models of "TDP without social evils", "People's patrol team", "Blossoming road", "Mural road", "Safe school in terms of security and order"... With the model of "Digital citizen", the district Front officers have actively contributed to guiding local people to install and participate in iHanoi - a useful application for people and businesses.
The district also mobilized people's support with an amount of 6.92 billion VND to organize the installation of signs on 71 meaningful works to celebrate the 10th anniversary of the district's establishment, the 70th anniversary of the Capital Liberation Day and welcome the Congress of the Vietnam Fatherland Front at all levels for the 2024-2029 term.
Promoting the role of the Fatherland Front at all levels in implementing the construction of civilized urban areas, up to now, the entire Bac Tu Liem district has 5/13 wards meeting civilized urban standards (38.5%).
Many good ways to implement the Campaign's contents
According to the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City, in recent times, the Vietnam Fatherland Front Committees at all levels of the City have actively implemented 5 contents of the Campaign "All people unite to build new rural areas and civilized urban areas" with many good models and suitable methods; propagandizing and mobilizing people to carry out environmental sanitation to create green, clean and beautiful landscapes. At the same time, mobilizing socialized capital sources to build social welfare works, contributing to completing the criteria in building new rural areas and civilized urban areas; reviewing and supporting the construction of Great Unity houses for poor households in difficult circumstances in the area.
From the beginning of 2024, the Vietnam Fatherland Front Committee of the City has deployed a plan to implement the 2024 Campaign and evaluated and confirmed the level of achievement of the criteria for building advanced new rural areas and model new rural areas for communes in the districts of Me Linh, Thuong Tin, Thanh Tri, Ba Vi, Thanh Oai. At the same time, 191,558 ballots were deployed to collect opinions and synthesize people's satisfaction with the results of building advanced new rural areas in the districts of Hoai Duc, Thuong Tin, Thanh Oai, Dan Phuong and 150,000 ballots were used to collect people's satisfaction with the city's completion of building new rural areas.
Notably, the 2024 People's Congress on building a cultural life at the grassroots level continued to be implemented as planned with many diverse and exciting forms, truly promoting democracy among the people. 100% of residential areas, residential groups, villages, communes, wards and towns held conferences with 28,610 comments and suggestions for Party committees, authorities and residential areas to effectively carry out political tasks at the grassroots level and implement a civilized lifestyle in weddings and civilized and progressive funerals; giving advice to effectively implement Programs No. 04, 06 and 08 of the Hanoi Party Committee.
At the same time, activities for the poor and social security programs were effectively implemented by the Vietnam Fatherland Front Committees at all levels of the city. On the occasion of Lunar New Year, the Vietnam Fatherland Front Committees at all levels of the city supported 79,079 gifts worth over 43.1 billion VND to poor households and households in difficult circumstances.
In particular, the Standing Committee of the Vietnam Fatherland Front Committee of the City organized the program "Spring of Charity - Tet Sharing" to give Tet gifts to the poor and people in difficult circumstances in Ung Hoa district; support poor and near-poor households, policy households with many members, the elderly, the sick, the ill; children, union members, members at the grassroots level with especially difficult circumstances... in Hanoi and Ninh Binh, Ha Nam, Cao Bang provinces with a total of 6,189 gifts worth 3.5 billion VND. Member organizations of the Vietnam Fatherland Front Committee at all levels of the City also have many practical activities to care for Tet for union members, members, and workers in difficult circumstances.
In 2024, the "For the Poor" Fund at 3 levels of the city received and registered to support a total of 49.2 billion VND; deducted from the "For the Poor" Fund at all levels of the city 70.073 billion VND to support the construction and repair of 1,405 Great Solidarity houses worth 43.82 billion VND; supported production development and livelihoods for 650 households worth over 4.573 billion VND; 1,043 people received medical examination and treatment worth 1.15 billion VND; supported students from poor and disadvantaged households worth over 769 million VND... At the same time, other support worth 19.761 billion VND went to poor, near-poor households, and households in especially difficult circumstances inside and outside the capital.
In particular, the Vietnam Fatherland Front Committee of the City coordinated with the City People's Committee to successfully organize the live broadcast of the Launching Ceremony of "Peak Month for the Poor and Social Security in 2024", receiving support and registering support with a total amount of 27.6 billion VND. The City's "For the Poor" Fund has allocated 25.39 billion VND to support livelihoods, build and repair solidarity houses, and give gifts on the occasion of Lunar New Year to poor households, near-poor households, and households in especially difficult circumstances inside and outside the capital, in which the City People's Committee coordinated to complete the construction and repair of 714 houses, contributing to the goal of eliminating 100% of dilapidated houses in the city - a project to welcome the 18th Congress of the Vietnam Fatherland Front of Hanoi, term 2024-2029 and the 70th anniversary of the Liberation of the Capital.
Accompanying the Front, member organizations also have many programs and activities to support and help union members and members in difficult circumstances, people infected with Agent Orange/dioxin, people with disabilities, orphans and vulnerable people in society.
“In order to improve the quality and effectiveness of the Campaign “All people unite to build new rural areas and civilized urban areas”, in 2025, the Vietnam Fatherland Front at all levels in Hanoi will continue to focus on mobilizing people to develop the economy in conjunction with building new rural areas and civilized urban areas; promote the supervisory role of the Vietnam Fatherland Front and its member organizations in building new rural areas and civilized urban areas; organize and implement the criteria for recognizing advanced new rural areas and model new rural areas; promote the implementation of Directive 17-CT/TU dated April 11, 2017 of the City Party Committee on strengthening the Party's leadership over the Campaign in the area.
