The ecological industrial park model is considered a solution that not only overcomes environmental limitations and shortcomings, reduces waste, reduces resource waste, and minimizes risks, but also promotes sustainable growth and increases competitiveness.
The economic, social and environmental benefits gained from eco-industrial parks are significant, diverse and far exceed conventional business benefits.
Selection criteria of FDI investors
Talking to reporters of The Gioi and Viet Nam Newspaper during a field trip for the press on the topic of "Converting traditional industrial parks to ecological industrial parks" on August 21 in Hai Duong and Hai Phong, Ms. Vuong Thi Minh Hieu, Deputy Director of the Department of Economic Zones Management (Ministry of Planning and Investment) said that ecological industrial parks are becoming the selection criteria of foreign direct investors (FDI), with the goal of sustainable development, economic benefits along with responsibility to the community and society.
Many localities and industrial park infrastructure investors have identified that developing industrial parks according to the ecological industrial park model is an inevitable and urgent need to create sustainable competitive advantages.
Eco-industrial parks will contribute significantly to efforts to respond to climate change, mobilize resources from the private sector for green industrial solutions, ensure energy security, and demonstrate the Government's political determination in implementing sustainable development commitments.

Regarding the orientation of industrial park development associated with sustainable development, green growth, and circular economy, Ms. Vuong Thi Minh Hieu said that the world is in the process of very strong adjustment, changing the order and structure of trade and investment.
Factors that will have a strong impact on Vietnam will be: Geopolitical pivot in the diplomatic strategies of major countries; strong development trend of the Industrial Revolution 4.0 (digital transformation, green development, sustainability); rearrangement of regional and global supply chains; formation of new supply chains; increased fierce competition between countries in attracting investment; designing separate policies to attract high-tech industries, core technologies with high added value or enhance national position.
At the same time, Vietnam has been deeply integrating into the world and regional economy through new-generation, high-standard free trade agreements; and has successfully established comprehensive strategic partnerships with the world's leading powers.
The Deputy Director of the Department of Economic Zones Management recognized that these are both opportunities and challenges for Vietnamese enterprises to develop breakthroughs and participate deeply in the global value chain.
“Sustainable development is no longer a slogan but is truly becoming an inevitable trend, a core value of the enterprise, helping the enterprise determine its vision and strategic business orientation,” said Ms. Hieu.
Vietnam has piloted ecological industrial parks.
Ms. Hieu informed that recently, with the support of international organizations and experts and the efforts and determination of the Government, Vietnam has piloted the conversion of a number of industrial parks from traditional models to ecological industrial parks through promoting cleaner production and cooperation in production to effectively use resources.

During the period of 2015-2019, the eco-industrial park initiative was piloted in 3 localities: Ninh Binh, Da Nang, Can Tho by the Ministry of Planning and Investment in coordination with the United Nations Industrial Development Organization (UNIDO) with funding from the Swiss State Secretariat for Economic Affairs (SECO), the Global Environment Facility (GEF) and the United Nations Development Program (UNDP).
Up to now, Ms. Vuong Thi Minh Hieu said that the pilot activities of implementing eco-industrial parks have achieved positive results such as: Disseminating the concept, characteristics and benefits of the eco-industrial park model to relevant ministries, branches, localities, pilot industrial parks and enterprises participating in the project; the eco-industrial park model was first institutionalized in Decree 82/2018/ND-CP dated May 22, 2018 of the Government regulating the management of industrial parks and economic zones, laying the legal foundation for the conversion of conventional industrial parks to eco-industrial parks and replicating this model; participating enterprises have benefited from specific results, contributing to improving the competitiveness of enterprises in the market.
From 2020 to 2024, with financial support from the Swiss Government, the Ministry of Planning and Investment continued to coordinate with UNIDO to replicate the ecological industrial park model in 3 more localities: Hai Phong, Dong Nai and Ho Chi Minh City and achieved very encouraging results.
Specifically, by the end of May 2024, the Ministry of Planning and Investment and UNIDO had supported 90 enterprises with 889 resource efficiency and cleaner production (RECP) solutions in 4 industrial parks: Hiep Phuoc (Ho Chi Minh City), Amata (Dong Nai), Dinh Vu (Hai Phong) and Hoa Khanh (Da Nang).
The Ministry of Planning and Investment also continues to advise on perfecting the legal framework to encourage the development of ecological industrial park models in Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government.
Accordingly, the above Decree has inherited the provisions of Decree No. 82/2018/ND-CP, supplementing and perfecting the provisions on support policies and cooperation in developing ecological industrial parks; criteria for determination; incentives; procedures, procedures, and dossiers for registration of certification of ecological industrial parks and ecological enterprises; regulations related to re-certification or termination of validity, revocation of Certificates of ecological industrial parks and ecological enterprises.
In particular, in addition to guiding the conversion of ecological industrial parks, the Decree encourages and guides the planning and construction of new ecological industrial parks through construction planning, reasonable design of functional zones and orientation to attract investment projects with similar industries and professions to support the implementation of industrial symbiosis and has incentives to encourage the development of new ecological industrial parks such as not applying the occupancy rate to this industrial park model.
In addition, the Decree also clarifies the authority and responsibility of the Provincial People's Committee in orienting and supporting the implementation of eco-industrial parks in the locality; simplifies the conditions, criteria and procedures for certifying eco-industrial parks and eco-enterprises; regulates the implementation of monitoring, supervision and evaluation of the effectiveness of implementing eco-industrial parks and eco-enterprises on the information system on industrial parks and economic zones in the direction of digital transformation.
One of the new points considered to be progress of Decree 35/2022/ND-CP is the addition of regulations to ensure social security conditions for workers working in industrial parks.

In the period of 2024-2028, based on the positive results in implementing the eco-industrial park model in Vietnam, the Swiss government has committed to continue working with UNIDO to accompany Vietnam in promoting the implementation of eco-industrial parks associated with the circular economy.
The Project Document "Replicating the Eco-Industrial Park Approach to Promote Circular Economy in Vietnam" with a total funding of 3.6 million USD sponsored by the Swiss Federal Directorate for Economic Affairs was approved by Minister of Planning and Investment Nguyen Chi Dung in August 2024, continuing to promote the implementation of Eco-Industrial Parks in Hai Phong, Bac Ninh, Dong Nai, Ho Chi Minh City and Long An in the period of 2024-2028.
Ms. Vuong Thi Minh Hieu affirmed: "The strong implementation of ecological industrial parks within the framework of international cooperation projects has the meaning of spreading and raising awareness of sustainable development for many localities and enterprises investing in industrial park infrastructure in Vietnam".
