'Unlocking' finance to help women develop green economy

(PLVN) - As an important force in the process of implementing sustainable development goals and an inseparable part of the National Strategy on Green Growth, Vietnamese women have been making positive contributions, especially in the field of green economy. However, accessing financial resources for green economic development remains a challenge for many women.


Important conditions to make green dreams come true

In Vietnam, green and sustainable development is an important goal of the Party and Government of Vietnam, affirmed in the Resolution of the 13th National Party Congress and concretized by the National Strategy on Green Growth for the period 2021 - 2030, vision 2050 of the Government with strategic tasks such as: Reducing the intensity of greenhouse gas emissions and promoting the use of clean energy and renewable energy; greening production; greening lifestyles and promoting sustainable consumption...

In order to achieve this goal, Vietnamese women, as the main workforce, have made many positive contributions to the country's socio-economic development, and are also an important factor in protecting the environment and minimizing the impact of climate change. They have continuously participated in the process of green and sustainable development. Along with their efforts to protect the environment and maintain a green lifestyle, they also promote the development of a green economy in Vietnam.

More and more women are choosing to follow the “green path” in their own economic development journey. With a spirit of innovation and outstanding creativity, they have become pioneers in developing and implementing sustainable green models in many fields of agriculture, manufacturing, services, etc. Typically, using renewable energy in agricultural production, applying advanced technology to increase production efficiency, while minimizing toxic emissions into the environment. Or more simply, creating and developing methods to make organic fertilizers from household waste and agricultural by-products.

With their continuous contributions, green economic models not only bring great economic value but also contribute to protecting the environment, maintaining the ecosystem and building a solid foundation for the future. At the same time, raising public awareness of the importance of green economy. The achievements have also become a source of motivation and confidence to promote green economic models led by women. Many women have boldly innovated, dared to think, dared to do, and persistently pursued the path of sustainable development.

However, in addition to their efforts and creativity, many women still face many challenges, especially in terms of capital to realize their ideas and expand green economic projects. Therefore, accessing and effectively using financial resources is an important condition to help women realize their green dreams. On the contrary, lack of capital and limitations in accessing financial resources have forced many women to temporarily put aside their potential ideas.

One of the biggest reasons is that women do not have assets large enough to use as collateral for bank loans, especially in rural areas. Many women do not own land or have the necessary collateral, making it difficult for them to access capital. In addition, they lack information and skills to access financial support funds, such as funds for sustainable development or green startups.

These obstacles not only stem from limited knowledge of finance and business but are also influenced by gender stereotypes that make them less likely to participate in specialized training and consulting programs. As a result, many women face obstacles in developing plans, completing reports, meeting necessary standards, strategic orientation, etc. to access and effectively use financial resources.

Solutions to support women in accessing and effectively using financial resources

Recognizing the extremely important and irreplaceable role of women in the development of the green economy. Over the years, the organization representing the legitimate and legal rights and interests of women, the Vietnam Women's Union (VWU), has implemented many practical activities to maximize the role of women in participating in the green economic flow. Typically, it supports women in accessing and effectively using financial resources, credit and green technology, focusing on researching and designing credit products to provide preferential loans, financial support programs for businesses and cooperatives owned and managed by women to access green technology; green consumer loans for women.

The Association is also the first socio-political organization to develop a Plan to implement the National Financial Inclusion Strategy and sign a Coordination Program with the State Bank of Vietnam; including solutions and activities to support women in accessing comprehensive finance and green finance to develop environmentally friendly livelihood models and production and business models. On the other hand, the Association also closely coordinates with the banking sector to facilitate women's access to green credit capital, support them in developing production and business in an environmentally friendly direction, contributing to promoting a green and sustainable economy.

At the same time, the Association organizes many seminars, talks, forums, and competitions with related topics to propose initiatives and solutions to help women and the community promote circular economy and green economy. These include Women's Entrepreneurship Day with the theme "Women and the future of the green economy" in 2019, "Women's startups enhance OCOP product brands" in 2022, "Women's startups promote local resources" in 2023 and "Women's startups, innovation and green transformation" in 2024, which are widely organized throughout the Association system, creating a playground for women to have the opportunity to learn, improve skills and expand their network.

In addition to the above activities, experts also proposed a number of solutions to help women unlock financial resources. First, it is necessary to develop mechanisms and policies to support women in developing the green economy, creating favorable conditions for them to access capital sources more easily. For example, many banks have now made women a priority in providing credit and other financial products. Regarding legal regulations, it is necessary to simplify procedures and documents so that small and medium enterprises, business households, and cooperatives owned and managed by women can easily access support policies from the Government. At the same time, it is necessary to improve the quality of local business support services, helping women gain more knowledge and necessary tools to develop the green economy.

Next, it is necessary to enhance women’s capacity and skills in business planning and financial management, helping them not only access but also effectively use green finance. This can be done through training programs, specialized advice, networking and market access support. At the same time, it is necessary to focus on capacity building for female entrepreneurs, cooperative managers and business owners, helping them build sustainable development strategies and make the most of available resources.

In particular, for small and medium-sized enterprises owned by women, developing a green economy requires them to access green finance - the most suitable financial solution for this model. Access to this capital source requires businesses to transform to a green development model according to ESG criteria. To ensure financial resources for the transformation process, businesses should proactively set aside a sustainable development fund from profits or reinvestment. In addition, it is necessary to flexibly exploit support sources from the State and international organizations, helping businesses access green finance more conveniently, creating a driving force for sustainable growth.

It can be seen that supporting women to access and effectively use financial resources plays an important role in helping women develop a sustainable green economy. Hopefully, with support, Vietnamese women will have more opportunities to realize their green dreams, while contributing to promoting gender equality, enhancing the power and role of women in all areas of life.
