On the morning of March 11, 2025, at the Ministry's headquarters, Minister of Home Affairs Pham Thi Thanh Tra chaired the March 2025 work conference of the Ministry of Home Affairs.
Attending the Conference were Deputy Ministers: Truong Hai Long, Vu Chien Thang, Nguyen Thi Ha, Nguyen Ba Hoan, Le Van Thanh; representatives of leaders of units under the Ministry; representatives of the Standing Committee of the Ministry's Party Committee; representatives of the Ministry's Trade Union and Youth Union.

In her opening speech, Minister Pham Thi Thanh Tra emphasized that this was the first meeting after the merger of units from the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs, with an extremely large amount of work waiting ahead, the Minister requested that units cherish every minute, report directly on the content of the tasks, propose solutions, and in March need to focus on reviewing, supplementing, and perfecting to promptly implement, with the goal of best completing the tasks of the first quarter.
At the Conference, Chief of the Ministry's Office Vu Xuan Han reported a summary of the results of the implementation of tasks in February 2025 and the first 10 days of March 2025, and the implementation of the remaining tasks in the first quarter of 2025 of the Ministry of Home Affairs; representatives of leaders of a number of units under and directly under the Ministry reported additional contents as requested by the Minister; Deputy Minister Le Van Thanh, Deputy Minister Vu Chien Thang, Deputy Minister Nguyen Thi Ha reported on the progress and results of the implementation of tasks assigned by the Minister and a number of other contents.

Concluding the conference, Minister Pham Thi Thanh Tra acknowledged the spirit and high responsibility of the cadres, civil servants and public employees of the Ministry of Home Affairs who have made efforts to comprehensively complete the tasks of February 2025; in general, they have provided good advice to competent authorities in arranging the organizational structure of ministries, ministerial-level agencies, agencies under the Government, as well as specialized agencies of the People's Committees at provincial and district levels from March 1, 2025. The Minister assessed that the merger process between the Ministry of Labor, Invalids and Social Affairs and the Ministry of Home Affairs took place smoothly, favorably, happily, unitedly, and friendly, creating an exemplary mark among the ministries and agencies that have recently implemented the arrangement; the team of cadres, civil servants, public employees and workers have integrated without distance, are close, share, and immediately get to work, leaving no legal gaps, meeting the set goals and requirements. Newly acquired state management areas such as labor, employment, meritorious people, and social insurance are transferred in a smooth, tight, synchronous, and unified manner.

The Minister assigned Deputy Minister Vu Chien Thang to direct the Ministry's Office to preside over and coordinate with units within the Ministry to review working conditions and equipment to ensure that they best meet the requirements and serve the operations of units under and directly under the Ministry. Heads of units are responsible for listing the details.
Regarding the key tasks in the coming time, Minister Pham Thi Thanh Tra suggested paying special attention to the following contents:
Firstly , highly concentrate, unify awareness, unify understanding to advise the Steering Committee to summarize Resolution No. 18-NQ/TW of the Central Committee, the Government Party Committee to deploy the content on the arrangement of administrative units and build a model of local government organization to ensure prudence, thoroughness, and quality, focusing on absorbing the opinions of the Politburo at the meeting on March 7, 2025 to complete the Submission, Project on arrangement and reorganization of administrative units at all levels and build a model of 2-level local government organization to ensure full political basis, legal basis, and practice when implementing the arrangement.
The Minister requested that heads of units proactively disseminate the ideology to civil servants, public employees, and workers in the Ministry of Home Affairs to have a correct understanding of the viewpoints and principles of the upcoming arrangement of administrative units with the aim of expanding space for stable development over a hundred years, with a long-term strategic nature, bringing the country into a new era. When arranging, it is necessary to be consistent with history, culture, tradition, religion, ethnicity, national defense, and security, but also to be associated with natural geographical conditions, geo-economics, geo-culture, and geo-population; creating new conditions for localities to support, interact, and develop together, for the national interest is above all, first and foremost.
Second, focus on reviewing the institutional system and policies to ensure consistency and synchronization. It is necessary to focus on completing the dossiers for the Law on Organization of Local Government, the Law on Cadres and Civil Servants, and the Law on Employment; develop and submit to competent authorities Decrees and Circulars according to the plan in March 2025.
Third, it is necessary to conduct a general review and initial assessment of the arrangement of ministries, ministerial-level agencies, government agencies, and specialized agencies under provincial People's Committees by March 15, 2025, in order to promptly identify difficulties and problems so that competent authorities can give direction, solutions, and adjustments.
Fourth , review and evaluate the general situation to propose tasks and solutions for the fields of state management of labor, employment, meritorious people, and wages; the current situation of issues related to the team of cadres, civil servants, and public employees after organization and arrangement.
Fifth, urgently and focus on completing and submitting to the Prime Minister for promulgation the Project on organizing the 11th National Patriotic Emulation Congress; effectively and efficiently implementing emulation and reward work, especially emulation movements and special emulation campaigns launched by the Prime Minister; rewarding achievements and contributions; rewarding ministries, branches and localities that implement policies on restructuring and merging apparatus.
Sixth , focus on effectively implementing policies and measures to stabilize the labor market to ensure job creation, security and order, human security, social security and people's safety; at the same time, have solutions to develop a modern, flexible, synchronous, interconnected, multi-sectoral, multi-sector labor market, meeting the requirements of international integration and effectively regulating labor supply and demand. Report to the Prime Minister on proposed mechanisms and policies on work permits for foreigners working in the semiconductor industry, in the spirit of "flat borders" in attracting high-quality human resources to Vietnam.
Seventh , advise competent authorities in effectively implementing Directive No. 14/CT-TW dated July 19, 2017 of the Secretariat on continuing to strengthen the Party's leadership over the work of people with revolutionary contributions. Visit and encourage policy beneficiaries on major national holidays in 2025, ensuring timeliness, publicity and transparency; effectively implement regimes and policies for people with revolutionary contributions in a synchronous manner with other social policies to ensure harmony, meet social security requirements, and continuously improve the material and spiritual life of people with revolutionary contributions, their relatives and revolutionary families.
Eighth , focus on consulting on content, documents and preparing necessary conditions for the Government to organize the Conference of the Prime Minister meeting with outstanding young people in 2025, the Conference to announce the PAR Index in 2024 and the People's Satisfaction Index with the service of state administrative agencies in 2024 of ministries, branches and localities.
Ninth , continue to focus on promoting digital transformation in units under the Ministry of Home Affairs.
Tenth , the head of the unit thoroughly instructs civil servants, public employees, and workers to focus on working from the beginning of March 2025 to ensure impartiality and objectivity, without interrupting tasks; assign tasks to civil servants, public employees, and workers based on the capacity and functions and tasks of the unit to ensure "clear people, clear work, clear responsibilities, clear products" and ensure the necessary conditions for civil servants, public employees, and workers to work with peace of mind, comply, unite, share, join hands, and be unanimous to promote the core values and common development of the Ministry of Home Affairs after the merger.
Eleventh , prepare well for the organization of Party cell congresses and Party committees under the Party Committee of the Ministry of Home Affairs in April and May 2025.
Minister Pham Thi Thanh Tra assigned the Deputy Ministers to promptly work with each unit under the Ministry assigned by the Minister to clearly define the tasks for 2025 for each month, in accordance with the requirements and progress, to rectify discipline and public service discipline, in the spirit of promoting the highest responsibility of the cadres, civil servants and public employees of the Ministry of Home Affairs - that is Solidarity, Discipline, Professionalism, Effectiveness, Efficiency; to excellently complete the tasks for 2025 in all areas of state management assigned to the Ministry.
