Appearance of a key industrial and marine economic center
Belonging to the key economic region of Central Vietnam, Quang Ngai has an important strategic location and a synchronous transportation system connecting North - South and East - West with the Central Highlands provinces and Southern Laos.
With nearly 130 km of coastline, Quang Ngai has great potential for marine economic development, in which the Economic Zone associated with Dung Quat Deep-water Seaport is a comprehensive, multi-sector, multi-field economic zone with a national center for petrochemical refining, energy, mechanical engineering-metallurgy and a large logistics center.
Quang Ngai is always proud to be the center of Sa Huynh culture, one of three ancient cultures of Vietnam dating back 2,500-3,000 years; intermingling and interacting with Dong Son culture in the Northern Delta and Oc Eo culture in the Southeast region.

The Deputy Prime Minister stated: With a very proud historical and cultural tradition, along with the dynamic, creative, confident, courageous, daring to think, daring to do, daring to take responsibility spirit of generations of leaders, the Party Committee, the government, and the people, Quang Ngai has developed impressively.
From a poor province, Quang Ngai has risen to become a dynamically developing province, one of the industrial centers of the South Central Coast region with an economic scale (GRDP) ranking 4th out of 14 provinces in the North Central and South Central Coast regions, about twice as high as in 2010.
The average economic growth rate in the difficult period of 2021-2023 reached 5.49%. The proportion of industry - construction and services accounts for about 70% of the economic structure. Basic industries are the driving force of Quang Ngai's economy. The infrastructure system is being invested synchronously. The average GRDP per capita is estimated at 4,398 USD.
On behalf of the Party and State leaders, Deputy Prime Minister Tran Hong Ha warmly commended the outstanding achievements that the Party Committee, government, army and people of Quang Ngai province have achieved over the past period.

Recognize and correctly assess bottlenecks and challenges
According to the Deputy Prime Minister, the Quang Ngai Provincial Planning has opened up aspirations, creative space, and new development thinking, but it is also necessary to recognize and correctly assess the limitations that are bottlenecks and challenges.
That is, economic growth still depends mainly on resource-intensive economic sectors.
There is a shortage of high-quality human resources, supply does not meet demand, while Quang Ngai students tend to choose cities like Da Nang and Ho Chi Minh City instead of returning to their hometowns.
Conflicts, overlaps, and elimination of advantages due to competition, lack of regional and industry linkages, and unreasonable arrangement of development space.
Quang Ngai's natural resources, unique cultural traditions and human factors have not been exploited to create new momentum for high-quality sustainable growth.
The impact of climate change is still a challenge for sustainable development, as well as Quang Ngai's vulnerability to natural disasters and extreme weather; the conflict between growth, although not high, and environmental protection is increasing.

Formation of comprehensive and specialized economic urban areas
Sharing some thoughts on the process of directing and organizing the implementation of the Planning, the Deputy Prime Minister said that with 80% of the population living in rural areas, Quang Ngai carefully studied Resolution No. 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045; coordinated with the Ministry of Construction and localities in the region to develop general planning, zoning planning, and detailed planning for all urban areas of the province.
Emphasizing that urban areas are the driving force for economic development, the Deputy Prime Minister said that Quang Ngai needs to develop a network of urban areas according to a comprehensive economic mindset (commerce, services, industry, tourism, etc.), combining specialized urban areas with national and international competitiveness, and seamless connectivity within the province, region, country and internationally.
"The urban development roadmap must aim towards international standards, be harmonious, and be step by step steady so that human resources can keep up," said the Deputy Prime Minister.
In addition to the requirements of being green, modern, smart, and preserving cultural identity, Quang Ngai’s urban areas must also adapt to climate change and exploit all the strengths of nature. At the same time, they must solve the problem of connectivity between mountainous areas and coastal plains, and the space between urban and rural areas.

In industrial development, the Deputy Prime Minister said that Quang Ngai must have solutions to improve the quality of foreign direct investment (FDI) capital, focusing on a number of large commodity value chains, high-tech and core industries... moving towards mastery from transfer to design, research, implementation, production and distribution.
"Renewable energy (offshore wind power, pumped storage hydropower, smart grid...) will be an advantage in attracting investment in Quang Ngai," the Deputy Prime Minister further analyzed.
Quang Ngai also needs to exploit its cultural, historical advantages and sea and island potential to develop cultural industry and eco-tourism; promote marine economy: aquaculture, offshore fishing, develop offshore electricity centers combined with fishing logistics, protect sea and island sovereignty...
With the implementation of many large industrial projects in the coming time, the Deputy Prime Minister requested Quang Ngai province to pay great attention to caring for the lives of workers, developing political and social organizations, including the Trade Union, promptly grasping the thoughts and aspirations of workers, ensuring a stable and developing security and political environment.
Right at the ceremony to announce the Quang Ngai Provincial Planning for the period 2021 - 2030, with a vision to 2050 today, President Vo Van Thuong and Deputy Prime Minister Tran Hong Ha witnessed the leaders of Quang Ngai province handing over investment decisions and attending the groundbreaking ceremony of the Hoang Sa - Doc Soi Road Project, which plays a strategic role in connecting inter-regional traffic from Quang Nam to Quang Ngai City.
The Deputy Prime Minister believes that after completion, the Hoang Sa - Doc Soi route will create development space according to the recently approved planning, concretizing the policy of Resolution No. 06 that infrastructure comes before urbanization, effectively promoting resources and advantages in human resources, natural resources and land of the locality.
