Site clearance is "blocked at the beginning and locked in the middle", making construction difficult.
The project of the two-way feeder road from Van Don International Airport to Binh Dan intersection (feeder road project - PV), running through 3 communes: Doan Ket, Dai Xuyen and Binh Dan, 8.045km long, was approved by the People's Committee of Quang Ninh province in early December 2021, with a total investment of nearly 200 billion VND.
The project was approved for implementation in the 2022-2023 period. However, after more than two years of construction, the project has only been implemented about 30%.
Due to land acquisition problems, the road project in Van Don district is "stuck in place" and behind schedule.
Pointing to the fields in the middle of the road project that are still being plowed and prepared for planting in Dong Da village, Binh Dan commune, Mr. Nguyen Van Sy, an officer of the Project Management Board (PMU) of Quang Ninh Province's Traffic Construction Investment - the project investor, said: "This place has been under construction for a few hundred meters, but it is stuck with agricultural land of people who have not been compensated yet."
"How can we implement site clearance in this "blocking the beginning and locking the middle" style? The local government and the investor have met many times, but still cannot get a clean site," said Mr. Sy.
A series of rice fields on the route in Dong Da village, Binh Dan commune have not been cleared, leaving the construction unit "helpless".
Sandwiched between two construction sections in Dong Da village is a household that has yet to receive land clearance. That is the household of Mr. Diep Van Soi, a San Diu ethnic group living next to a field in Dong Da village.
Meeting with Giao thong Newspaper reporters, Mr. Diep Van Soi wondered, his family built a level 4 house here since 2012; still paid non-agricultural land tax according to regulations, but when the land acquisition and clearance were carried out, the authorities determined that Mr. Soi's family built the project on agricultural land, so they were not entitled to compensation for residential land.
"My family has received a compensation plan of 340.7 million VND. With this amount of money, if we buy a plot of land of at least 100 square meters in the resettlement area of Doan Ket commune, it will cost more than 1 billion VND. How can we stabilize our lives then?" Mr. Soi stated the reason for not agreeing to hand over the land.
The house of Mr. Diep Van Soi's family is located in the middle of the route, making it impossible for the contractor to proceed.
Continuing to the beginning of the service road project in Doan Ket commune, although the contractor has been implementing it for a long time, they have only dug a section of about a few dozen meters.
According to Mr. Nguyen Van Sy, the route through Doan Ket commune has 36 households that need compensation and site clearance, but so far only 27 households have had their plans approved, of which 25 have received money. Therefore, there are not enough directions and routes for construction.
In the middle and end areas of the route, the contractor is also "helpless", although 100 households subject to land acquisition in Dai Xuyen commune have received compensation, but are stuck with the area of mangrove forest that has not been converted and land acquisition.
Mr. Nguyen Xuan Quang, Director of Quang Thao Construction Joint Stock Company - the contractor for the section from Km4-153 - Km7+12.4 said: Currently, the route constructed by the enterprise is still stuck with the mangrove forest area that has not been cleared due to insufficient procedures. With such an intermittent surface, it is very difficult to construct.
How to untangle?
Due to lack of construction sites, the completion date of the frontage road project has been extended twice. The first time was in June 2023, extended to the end of 2023. Most recently, on December 26, 2023, the Chairman of the Quang Ninh Provincial People's Committee decided to continue extending the project to 2024.
However, according to the Quang Ninh Provincial Traffic Construction Investment Project Management Board, the 8.045km expressway project has a total area that needs to be cleared of 23.9ha. Currently, the cleared land has been handed over, and only 3.8km can be constructed (4.9ha have not been cleared yet), but it is in a "sticky" state, with the actual length of the problem being 4.2km.

The project's starting point cannot be implemented due to land acquisition problems.
"Up to now, many plots of land have not yet identified their owners and many households have not yet resolved their inheritance rights, making the project's site clearance work very difficult to resolve," said an officer from the Quang Ninh Province Traffic Construction Investment Project Management Board.
Through investigation, in Binh Dan commune, there is a part of agricultural land that has been cultivated by many households for a long time. However, when counting and developing a compensation plan, the authorities said that the people did not cultivate continuously, so it should be under the management of the Commune People's Committee, so no compensation was paid to the households.
According to this official, it is possible to resolve land plots with unidentified owners and heirs by specifically counting each plot, taking photos of the current status, posting them publicly, and widely announcing them on mass media.
Then, create an account, transfer money into it so that when the landowner and the heirs are identified, the person with rights and obligations will come to receive the money. However, this option has not yet been researched or applied.
Talking to Giao thong Newspaper reporters about the difficulties and obstacles in the process of counting and land acquisition for the expressway service road project, Mr. To Van Luu, Party Secretary and Chairman of Binh Dan Commune People's Committee, said: There are 81 households in the commune that need land acquisition. Currently, 71 households have had their plans approved, of which 62 households have received money and handed over the land, and 9 households have not received money. The remaining households have not been approved regarding landowner identification, inheritance and compensation unit price.

The reason why the landowners of agricultural land along the route have not been identified is because people do not cultivate regularly, and when compensation was implemented, there was no land plot map, so the real landowners have not been identified.
Regarding the petition of Mr. Diep Van Soi's household in Dong Da village, Mr. Luu said that, based on the information, before Mr. Soi's household built a house, there was already a household living here. On the other hand, this area was previously suitable as rural residential land even though the householder had not been granted a certificate.
"Therefore, the commune has proposed that the competent authority consider compensating Mr. Soi's household for residential land and will deduct the cost of converting the land use purpose when developing the plan," said Mr. Luu.
Speaking with Giao Thong Newspaper reporter, Mr. Luu Van Dat, Director of Van Don District Land Fund Center, admitted that the current compensation and site clearance has affected the construction progress of the service road project.
At the end of the route, because there is no temporary soil collection point, the contractor only works at a limited level to save on transit costs.
"The total recovered area of the project is 20.55 hectares with 147 affected households (the remaining area is mangrove forest land - PV). Up to now, the District People's Committee has approved the plan for 128 households with the amount of 18.9 billion VND. Of which, the number of households that have received money and handed over the site is 117 households with an area of 18.6 hectares, the number of households that have not received money is 11 households, the remaining households are considering the plan.
Currently, the authorities are coordinating to complete the plans for the remaining households. In particular, Binh Dan People's Committee needs to soon complete the review of inheritance lines, guide households in dividing assets, adjusting certificates, and confirming land users as a basis for implementation," Mr. Dat informed.
