On March 5, in Hanoi, Deputy Minister of Industry and Trade Nguyen Hoang Long had a working session with the Japanese Ambassador to Vietnam.
At the headquarters of the Ministry of Industry and Trade, Deputy Minister Nguyen Hoang Long and Japanese Ambassador to Vietnam Ito Naoki co-chaired the Review Meeting of activities within the framework of the Asian Zero Emission Community (AZEC) Initiative and the implementation plan of the 2nd AZEC Promotion Working Group. The meeting was attended by members of the Vietnam - Japan Working Group.

The AZEC Promotion Working Group chaired by the Ministry of Industry and Trade under the framework of the Vietnam - Japan Joint Initiative was launched in March 2024. The AZEC Promotion Working Group is deployed as a consultation hub between the Vietnamese Government and the Japanese public-private sector to promote energy transition and green growth in Vietnam.

The 2nd AZEC Promotion Working Group meeting took place in the context that the Ministry of Industry and Trade is reviewing the Adjustment of the National Power Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) and has just issued Decrees guiding the Electricity Law 2024, promising to open up many spaces for cooperation and development for the Governments and business communities of the two countries in the energy sector in the coming time.

At the meeting, the two sides discussed the main contents: Reviewing the list of priority projects for implementation, in which Japan proposed 14 projects, Vietnam proposed 29 projects and plans and methods for implementing specific projects according to the Project Promotion Platform mechanism.
Deputy Minister Nguyen Hoang Long welcomed and acknowledged the list of 14 priority projects proposed by the Japanese side, mainly focusing on power source and grid projects. At the same time, he also informed the Japanese side about the latest Decrees in the electricity sector that were recently issued by the Vietnamese Government in March 2025 to improve the business environment and remove obstacles and difficulties for domestic and foreign enterprises wishing to invest in this field.
Including: Decree detailing a number of articles of the Electricity Law on electricity development planning, plans for developing power supply networks and investing in the construction of electricity projects; Decree detailing a number of articles of the Electricity Law on the development of renewable energy and new energy; Decree detailing a number of articles of the Electricity Law on electricity operation licenses; Decree detailing a number of articles related to electricity trading activities and situations for ensuring electricity supply; Decree stipulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity users; Decree stipulating the protection of electricity works and safety in the electricity sector.

In addition, Deputy Minister Nguyen Hoang Long also provided feedback on difficulties and obstacles for specific projects proposed by Japan and proposed a list of 29 priority projects for implementation in Vietnam. These are projects that have implementation locations and total expected investment but have not yet arranged capital. The projects are guaranteed according to the project classification criteria within the AZEC framework, including: Hydropower, waste-to-energy, biomass power projects and are included in the Power Plan VIII and the Power Plan VIII Implementation Plan.

Japanese Ambassador to Vietnam Ito Naoki congratulated the Ministry of Industry and Trade and the Government of Vietnam for issuing many new mechanisms and policies in the electricity sector in recent times. The Ambassador thanked the Deputy Minister for responding with specific and detailed information for each specific project and hoped that in the coming time, the Working Groups of the two Parties will conduct Technical Review Meetings to promote the projects to be implemented quickly and effectively, ensuring compliance with current laws of Vietnam.
