The Standing Committee of the Government Party Committee agreed on a two-level local government model, namely the provincial level (including provinces and centrally-run cities) and the grassroots level.


On the afternoon of March 5, implementing the direction of the Politburo in Conclusions 126 and 127, Prime Minister Pham Minh Chinh, Secretary of the Government Party Committee, chaired a meeting of the Government Party Committee Standing Committee to discuss and give opinions on the project to rearrange and reorganize administrative units at all levels and build a 2-level local government to prepare for submission to competent authorities.

After listening to the report of the Ministry of Home Affairs and the opinions of the delegates, the Standing Committee of the Government Party Committee agreed on a two-level local government model, namely the provincial level (including provinces and centrally-run cities) and the grassroots level.

The Government Party Committee also discussed plans to merge some provincial-level units, not organize at the district level, and merge some commune-level units.

Party Secretary and Prime Minister Pham Minh Chinh emphasized that the arrangement of provincial-level administrative units needs to be based on a number of important criteria, namely area, population, economy, culture and the ability to complement and support each other for development.

The Prime Minister highly appreciated the preparation work of the Ministry of Home Affairs and relevant agencies, and requested that the agencies promptly complete the Project and report it to the Politburo for comments.

Previously, on behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 127 dated February 28 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system.

The Politburo and the Secretariat requested to study the orientation of merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing the 2-level local model (party, government, and mass organizations) to ensure streamlining, efficiency, effectiveness, and efficiency.

The Politburo and the Secretariat also requested to determine the highest political determination, implementing the motto "running while queuing" to complete the work with a very large volume, requiring high quality and progress, and submit it to the Party Central Committee in mid-April 2025.

Regarding the specific content, the Politburo and the Secretariat stated that, regarding the development of a project to merge a number of provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units, the Politburo and the Secretariat assigned the Government Party Committee to preside over and coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct the research, development of a project, and a report to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level, and continuing to merge commune-level administrative units.
