(QNO) - The Provincial Party Standing Committee held an (expanded) meeting to listen to the Party Executive Committee of the Provincial People's Committee report on the difficulties and problems at Quang Nam Medical College and the Mental Health Nursing Center.

On January 10, 2024, the Standing Committee of the Provincial Party Committee concluded the meeting to resolve the issue of salary arrears at a number of public service units and sent it to the Party Committee of the Provincial People's Committee.
Regarding Quang Nam Medical College, the Provincial Party Standing Committee requested the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct the review of the responsibilities of relevant collectives and individuals for violations and shortcomings at the school according to Notice No. 187 dated April 14, 2023 of the Provincial Party Committee's Inspection Committee.
The Party Executive Committee of the Provincial People's Committee urgently directed the Provincial People's Committee to direct specialized agencies to research and propose solutions to ensure that the school pays salaries and allowances in 2023 to cadres, civil servants and employees before the Lunar New Year 2024.
The Provincial Party Standing Committee also assigned the Party Committee of the Provincial People's Committee to urgently study the necessity and operating model and financial mechanism of Quang Nam Medical College to ensure it is suitable for immediate and long-term practical conditions; report and propose to competent authorities for consideration in the first quarter of 2024.
At the same time, direct the study and propose contents that need to be adjusted to Resolution No. 36 dated December 8, 2021 of the Provincial People's Council (if necessary) to ensure legal regulations, and submit to competent authorities for consideration and decision. In particular, pay attention to comprehensively considering issues that affect the operations of related units, the ability to balance resources, and use them effectively and economically.
The Party Executive Committee of the Provincial People's Committee is responsible to the Standing Committee of the Provincial Party Committee for leading the Provincial People's Committee to inspect and specifically review the contents stated in the conclusion for implementation, to avoid loss of state budget and to avoid complaints and lawsuits.
* In order to promptly resolve difficulties and problems at the Mental Health Care Center, the Provincial Party Committee Standing Committee assigned the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct relevant agencies and units to conduct inspections, reviews, and criticisms of relevant collectives and individuals in the implementation of the conclusions of the State Audit Office of Region III (in Notice No. 673 dated December 28, 2022) that have not been strictly implemented, leading to prolonged backlogs and problems.
Urgently inspect, review, and advise on related contents so that public service units under departments and branches operate effectively and in accordance with legal regulations; urgently develop economic and technical norms, promulgate public service prices as a basis for implementing the State ordering mechanism, resolve problems regarding labor contract norms, and complete in the first quarter of 2024.
Regarding the payment of salary arrears to employees, the Provincial Party Committee Standing Committee agreed in principle to assign the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to ensure funding for the payment of 2023 salaries to employees at the Mental Health Care Center before the Lunar New Year 2024.
Regarding the issue of unpaid wages and allowances at the two above-mentioned units, speaking at the conference summarizing the Party building and organization work of the province in 2023, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung requested the Provincial Party Committee's Organizing Committee to coordinate in providing guidance and advice on arrangement, management and financial mechanisms for public service units and labor contracts according to the provisions of law, and immediately end the unpaid wages and policies of cadres, civil servants, public employees and workers as happened this year.
"It is the responsibility of the personnel organization sector in general to immediately end this situation and not let it happen again. Only then can we fulfill our responsibility to build the Party and the political system," emphasized comrade Le Van Dung.
