Conference to disseminate and implement Laws and Resolutions passed at the 9th Extraordinary Session of the 15th National Assembly

On the afternoon of March 7, 2025, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly. Also attending the conference were: Vice Chairman of the National Assembly Nguyen Khac Dinh; Deputy Prime Ministers: Le Thanh Long, Ho Duc Phoc; leaders of ministries, departments and central branches. The conference was connected online with 63 connecting points in provinces and cities across the country. At the Ninh Thuan connecting point, comrade Le Huyen, Vice Chairman of the Provincial People's Committee chaired the conference.

Ninh Thuan bridge point

According to Vice Chairman of the National Assembly Nguyen Khac Dinh, at the 9th extraordinary session of the 15th National Assembly, the National Assembly considered and passed 4 laws and 5 resolutions related to the arrangement and organization of the state apparatus and considered and passed 3 other legal resolutions to promote the country's socio-economic development and specific, special, urgent and necessary mechanisms for a number of important construction projects.

Laws and resolutions to implement the arrangement and organization of the state apparatus include: Law on Amending a number of articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government and Law on Promulgation of Legal Documents. In addition, the National Assembly has passed resolutions stipulating special and specific policy mechanisms, such as Resolution on piloting a number of special policy mechanisms to create breakthroughs in science and technology development, innovation and national digital transformation; Resolution on piloting a number of special policy mechanisms, especially developing the urban railway network in Hanoi and Ho Chi Minh City; Resolution on a number of special policy mechanisms for investment in the construction of the Ninh Thuan nuclear power project.

At the conference, representatives of ministries and central agencies briefly reported on the new points and key contents of the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and the arrangement and organization of National Assembly agencies; the Law on Organization of the Government, the Law on Organization of Local Government and the organizational structure and number of Government members for the 15th National Assembly term; the Law on Promulgation of Legal Documents (VBPQPL) and the Resolution on handling a number of issues related to the arrangement of the state apparatus; the preparation of resources for implementation; the Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities, and preparations for implementation.

Concluding the Conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to urgently implement the Laws and Resolutions well in the spirit of "The Party directs, the Government unifies, the National Assembly agrees, the people support, the Fatherland expects" and only discuss, not backtrack, urgently complete and issue Decrees and Circulars in March 2025, no later than April 2025. During the implementation process, there will be problems arising, so ministries and branches need to pay attention to listening to feedback and suggestions to supplement and adjust in the spirit of not being perfectionist or hasty. In addition, Prime Minister Pham Minh Chinh also requested to continue to prioritize resources to focus on building institutions, the building process should pay attention to ensuring the comprehensive leadership of the Party, closely following reality, starting from reality, respecting objective reality, taking reality as a measure for legalization; Maximize the creativity of each individual, collective, and participating entity; listen to the people and businesses; consult human knowledge to build and perfect institutions./.
