Handing over 30 medical centers to the People's Committees of districts, towns and cities for management
At the conference, Deputy Director in charge of Hanoi Department of Health Nguyen Dinh Hung said that the whole city has 30 District, Town and City Medical Centers arranged according to the administrative boundaries of 30 districts, towns and cities.
District, county and town health centers perform the function of providing professional and technical services in preventive medicine, medical examination and treatment, rehabilitation, food safety, population and other health services according to regulations. Functional departments and specialized departments, equivalent to a health center include: Disease control and HIV/AIDS, Testing and Diagnostic Imaging, Public Health and Food Safety, Addiction Counseling and Treatment (18 health centers have Addiction Counseling and Treatment departments).
There are currently 579 Health Stations (CHS) under the Centers; 4 maternity homes under the District Health Centers of Ba Dinh, Hai Ba Trung, Hoan Kiem, Dong Da; 55 regional polyclinics under 30 District Health Centers. Regarding the number of employees, the assigned quota is 9,630. The current number is 8,284 people, of which the number of doctors is 1,288 people.
Regarding the current financial mechanism, in the period of 2023-2024, district, town and city health centers are classified as public service units that ensure a part of regular expenses (group 3).
In recent times, the Department of Health has managed and used resources effectively, economically, and for the right purposes according to assigned functions and tasks to effectively implement epidemic prevention, grassroots health care, and preventive medicine in the capital.
Health care for the people of the city has been gradually improved. The health system has been strengthened and improved, and basic medical facilities and equipment meet professional requirements. Disease prevention work has always been given attention and focus, ready to respond to and prevent epidemics in a timely manner.
Target health and population programs are maintained and implemented on schedule and according to the set plan, basically meeting the requirements of medical examination, treatment and primary health care for the people.
The work of building communes that meet national health criteria has been well implemented by all levels. The sector has promoted the application of information technology in grassroots health activities; health policies and regimes are implemented in accordance with regulations.
Implementing the direction of the City Party Committee and the City People's Committee, the Department of Health coordinated with the Department of Home Affairs to submit to the City People's Committee for approval Project 09/DA-UBND dated August 21, 2024 on transferring medical centers under the Department of Health to the People's Committees of districts, towns and cities.
To continue to effectively implement grassroots health care work after transferring the Health Centers under the Department of Health to the People's Committees of districts, towns and cities for management, the City People's Committee issued Decision No. 4917/QD-UBND dated September 19, 2024 on the Regulations on coordination between the Department of Health and the People's Committees of districts, towns and cities in managing the activities of Health Centers of districts, towns and cities (including 4 chapters and 15 articles) with 6 basic contents.
Early stabilization of the health sector organization
Speaking at the conference, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen emphasized that, implementing the resolutions and directives of the Central Committee on continuing to consolidate, improve and enhance the quality of grassroots health care activities in the new situation, Hanoi has seriously implemented documents to improve the quality and efficiency of the grassroots health care system on the principle of: firmly developing the grassroots health care system, building a widespread health care network, close to the people, serving the people.
The Standing Committee of the City Party Committee met, reviewed and agreed on the policy of transferring the Medical Center under the Department of Health to the People's Committees of districts, towns and cities for management.
To continue promoting the achieved results and soon stabilize the organization of the capital's health sector; on the basis of the handover content (handing over 30 health centers and affiliated units with 579 health centers, 55 general clinics, 4 maternity homes; 9,630 staff, of which the current number is 8,284 people), Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen suggested that the City Party Committee's Organization Board, the Standing Office of the Steering Committee for Management of the City's Organization and Staffing continue to synthesize, monitor and grasp the situation after handing over health centers under the Department of Health to the People's Committees of districts, towns and cities to advise the Standing Committee, the Standing Committee and the Steering Committee.
The Party Committee of the City People's Committee continues to direct departments, branches, units, district and town People's Committees to create favorable conditions for the Health Center to successfully fulfill its assigned functions and tasks.
The Hanoi Department of Home Affairs continues to guide and urge units to review and transfer civil servants, public employees, records and documents related to personnel of medical centers under the Department of Health to the People's Committees of districts, towns and cities in accordance with regulations. The Department of Finance guides the handover and receipt of finance, assets and facilities between units.
The Department of Health hands over the organizational structure, number of civil servants, employees, facilities, finance, assets, equipment and other related contents of the Health Center to the District People's Committee.
Along with that, the Department of Health coordinates with the People's Committees of relevant districts, towns and cities to resolve policies and regimes for civil servants, public employees and workers; and to do a good job of ideological work for civil servants, public employees and workers when they transfer from units of the Department of Health to the People's Committees of districts and towns.
At the same time, the Department of Health continues to preside over, guide, supervise and inspect the district health center in terms of expertise and profession; effectively implement the coordination regulations between the Department of Health and the People's Committees of districts and towns for the activities of the health center.
The Standing Deputy Secretary of the Hanoi Party Committee also requested the People's Committees of districts, towns and cities to organize the reception of the Health Centers under the Department of Health to the District People's Committees. Localities should pay attention to leading and directing the consolidation, arrangement and stabilization of the organization and personnel of the Health Centers, ensuring that the Health Centers will operate under the model of being directly under the District People's Committees from October 1, 2024.
The Standing Deputy Secretary of the City Party Committee also requested that leaders of districts, towns and cities direct the Director of the District Health Center to receive all finances and assets managed and used by the Health Center. On that basis, review, rearrange and arrange the use of houses, land and other assets in accordance with the provisions of the law on public property and other relevant laws. In addition, direct and guide the Director of the District Health Center to develop specific regulations on the functions, tasks and powers of the departments and units under the Center; and the Center's working regulations.
In addition, review and evaluate the health center upon admission to have a basis for investment in facilities and equipment, and adjust the operating mechanism according to decentralization and regulations.
At the conference, Hanoi leaders witnessed the signing ceremony of the handover minutes between the Department of Health and 30 districts, towns and cities.
