Cases that require re-examination
According to Circular 12/2017/TT-BGTVT of the Ministry of Transport, in the following cases, people with a driving license must retake the test if they want to be reissued.
People who have a driving license that has expired from 3 months to less than 1 year from the expiration date must retake the theory test to reissue the driving license.
If the license is expired for 1 year or more from the expiration date, both theory and practice tests must be re-tested to reissue the driver's license.
In case the driver's license is lost, but has expired for 3 months or more, is listed in the records of the testing management agency, and is not currently being seized or processed by competent authorities, after 2 months from the date of submitting a complete and valid application as prescribed, the following contents must be re-examined: Expired for 3 months to less than 1 year, must re-examine the theory and expired for 1 year or more, must re-examine both theory and practice.
If the driver's license is lost but is still valid or expired for less than 3 months, the driver's license will be reissued.

Documents for re-examination candidates:
a) Application for re-issuance of driving license (according to prescribed form).
b) A copy of a valid ID card or passport.
c) Health certificate issued by a competent medical facility as prescribed.
d) Original documents matching the lost driver's license (in case of lost driver's license and original documents are still available).
e) Original documents consistent with the revoked driving license (in case of revoked driving license and original documents).
g) Decision to revoke the right to use a driving license (in case of revoked driving license).
h) Certificate of completion of the course on Road Traffic Law and Driver Ethics from a qualified driving training facility (in case of driver's license revocation).
In cases of re-issuance of driving license, the application includes:
a) Application for re-issuance of driving license according to the form prescribed in Appendix 19 issued with Circular 12/2017/TT-BGTVT.
b) Original documents consistent with the driving license (if any).
c) Health certificate of the driver issued by a competent medical facility as prescribed, except for the case of re-issuance of an indefinite driving license for classes A1, A2, A3;
d) A copy of a valid identity card or citizen identification card or passport with the identity card number or citizen identification card number (for Vietnamese) or a valid passport (for foreigners and Vietnamese people residing abroad).
When coming to carry out the procedure for re-issuing a driving license at the Vietnam Road Administration or the Department of Transport, the driver must submit 1 set of documents, take a photo in person and present the original copies of the above documents (except for the originals already sent) for comparison.
After 2 months from the date of submitting all documents, taking photos and paying the prescribed fees, if the driving license is not detected to be confiscated or processed by competent authorities; the name is in the records of the testing management agency, the driving license will be reissued.
