The Ministry of Industry and Trade issued Plan No. 1681/KH-BCT dated March 7, 2025 with the aim of improving the capacity, effectiveness, and efficiency of supervision, inspection, and auditing. Ensuring effective coordination in supervision, inspection, and auditing activities and synchronization with measures to prevent, detect, and handle violations of the law, negativity, corruption, and waste in state-owned enterprises (SOEs).

Specifically, strictly handle violations in the implementation of conclusions, recommendations, and decisions from the supervision, inspection, and audit of SOEs. Promote the role and responsibility of heads of agencies and units under the Ministry of Industry and Trade in the supervision, inspection, and audit of SOEs.
Strengthen responsibility and promptly and strictly handle violations of the law in the supervision, inspection and examination of state-owned enterprises.
Ensuring effective management and use of State capital and assets at enterprises, contributing to enhancing the role of State-owned enterprises in socio-economic development.
The project of the Ministry of Industry and Trade requires that the scope and content of supervision, inspection and examination of SOEs must have a focus and key points, focusing on the areas of management and use of State capital and assets such as land, resources, machinery, equipment, factories at enterprises, and handling of violations of the law, negativity, corruption and waste in SOEs.
At the same time, the methods of supervision, inspection and examination must be appropriate and meet the requirements of state management of state-owned enterprises in the current period.
Strengthening responsibility and coordination among competent authorities in monitoring, inspecting and examining SOEs.
According to the Ministry of Industry and Trade, the development of a plan to inspect and examine SOEs must closely coordinate with units inside and outside the Ministry in developing and handling overlaps when developing the 2025 inspection and examination plan of the Ministry of Industry and Trade.
Submit to competent authority to issue inspection and examination plan within the prescribed time.
Regarding supervision, inspection and examination of State-owned enterprises: Conduct inspection and examination in accordance with the approved Plan.
When there is a request for coordinated inspection from another state management agency, the Ministry of Industry and Trade will coordinate to send people to participate. Coordinate to receive requests from relevant agencies to consider and decide on inspections according to authority if there are signs of violations of the law under the management function of the industry.
Promptly handle according to authority or transfer to competent authorities for supervision, inspection and examination of information, reflections, complaints and denunciations about violations of law, negativity, corruption and waste in state-owned enterprises.
Focus on the task at hand
Regarding implementation, the Ministry of Industry and Trade assigned the Ministry Inspectorate the task of: Continuing to coordinate with the Government Inspectorate to implement the Project.
Implement supervision, inspection, interim and final review of the implementation of tasks in the Plan of the Ministry of Industry and Trade; report implementation results to the Government Inspectorate for synthesis.
Urge units to organize the implementation of tasks in this plan and conduct inspections and examinations of State-owned enterprises in accordance with the approved Plan.
The study proposes to add unplanned inspections and audits when some Groups and General Corporations are transferred to the Ministry for management.
Preside over the synthesis of the results of the 5-year implementation of the Project and the Government Inspectorate Report according to regulations.
For the Legal Department: Continue to preside over and coordinate with relevant units to review and propose the completion of institutions, policies and laws for related contents in the Project.
Preside over and coordinate with relevant units to comment on draft legal documents according to the tasks of the Government Inspectorate and the Ministry of Planning and Investment assigned in Project 695 when assigned by the Ministry's leaders or at the request of the assigned unit. Review legal regulations related to the content of the Project when a number of Groups and General Corporations are transferred to the Ministry for management.
For the Department of Personnel Organization: Take the lead in reviewing and evaluating the current status of civil servants assigned to supervise state-owned enterprises. Continue to take the lead and coordinate with relevant units to strengthen training, education, and foster knowledge, skills, and expertise in management, use of capital, and assets in state-owned enterprises, and the work of inspection, supervision, and audit for civil servants directly performing the task of supervising and inspecting state-owned enterprises.
Conduct a general inspection, review, and evaluation of the team of capital representatives and controllers at state-owned enterprises (especially for some corporations and general companies under the management of the Ministry) and report to the Ministry's leaders according to regulations.
For the Department of Planning and Finance: Arrange funding to ensure the implementation of the Project Implementation Plan for 2025 in the assigned regular expenditure estimate and other legal funding sources according to regulations.
Preside over the development of periodic reports on the results of monitoring, inspection and audit activities of state-owned enterprises. Develop plans and conduct inspection and supervision of at least 01 state-owned enterprise in 2025.
Develop a 5-year and annual plan for saving and fighting waste for state-owned enterprises and organize supervision, urging and inspection of the implementation of issued plans.
Units under the Ministry: Based on functions, tasks, scope and fields of state management, organize and implement tasks according to the Plan. Summarize the results of 5 years of implementing the Project according to assigned functions and tasks.
For enterprises under the Ministry: Strictly implement the regulations on receiving and handling complaints, denunciations, recommendations, and reflections on violations of the law, negativity, corruption, and waste in state-owned enterprises.
Develop plans, conduct inspections, checks, and supervision of member units, especially those that are operating at a loss or have received many complaints, reports, and recommendations in previous years.
Review and evaluate the person appointed to represent capital at member units, and replace him/her immediately if he/she is not suitable or if the business continues to suffer losses.
Seriously implement the recommendations in the inspection and examination conclusions issued by competent authorities. Thoroughly grasp and implement Plan No. 4622/KH-BCT dated August 2, 2021 of the Ministry of Industry and Trade. Organize the implementation of business-related contents in the 2025 Plan.

According to the Ministry of Industry and Trade, during the implementation process, if any difficulties or problems arise, the agencies and units under the Ministry shall promptly report them in writing and send them to the Ministry Inspectorate for synthesis and reporting to competent authorities for consideration and direction of handling. |
