During the inspection of the operations of four airlines, the Aviation Inspectorate discovered many errors by these units.
The Inspectorate of the Civil Aviation Authority of Vietnam has just announced the conclusion of the inspection on the compliance with specialized aviation laws on operations and maintenance of 4 airlines.
4 airlines belong to Viet Star Multi-Purpose Aviation Joint Stock Company, Blue Sky Aviation Joint Stock Company, Aviation Service Company and Sun Air Company Limited.
At Viet Star Dual-Purpose Aviation Joint Stock Company (VSA) , the inspection team of the Civil Aviation Authority of Vietnam conducted an inspection from August 1, 2024 to August 9, 2024 and discovered a number of shortcomings.
Accordingly, the inspection team discovered that VSA had not established a process for storing aircraft tracking data to support search and rescue operations, had not signed a contract for providing aviation meteorological services as prescribed, and that alcohol and stimulant testing of employees was not in accordance with regulations.
Notably, this airline has up to 5 pilots who have not been trained in aviation security knowledge for flight crew members according to regulations; 5 ground staff serving flights have not been periodically trained in apron safety, passenger services, apron services, etc.
For Vietnam Air Services Company (VASCO). In 2023, this enterprise will be allowed to operate 2 aircraft, conduct 3,911 flights, and transport about 240,000 passengers.
From January 1, 2024 to August 1, 2024, VASCO will operate 3 aircraft, conduct 4,335 flights, and transport 260,000 passengers.
The inspection results showed that, at the time of the inspection, VASCO had not yet resolved the shortcomings regarding the Vietnamese legal entity conditions for aircraft operators. The Vietnamese aircraft registration certificate issued for aircraft VN-B219 was not in accordance with VASCO's request.
In particular, VASCO's commercial air transport management apparatus still has some shortcomings such as the Executive Director has not been approved by the Civil Aviation Authority of Vietnam according to regulations; VASCO's operations management staff do not hold administrative positions of equal status according to regulations.
For Sun Air Company Limited (Sun Air) established on November 18, 2021, this airline is currently operating 3 aircraft in the form of dry lease (chartering aircraft without crew) and is approved by the Civil Aviation Authority for charter operation.
The conclusion of the inspection team shows that Sun Air's management staff still has some shortcomings and limitations. Specifically: Sun Air has not yet regulated the arrangement of personnel to ensure the maintenance of supervision if the exploitation is carried out without a management position as prescribed.
The person responsible for managing and supervising flight operations and flight crew training, and the person responsible for the maintenance system have not signed a contract to work long enough to ensure the completion of management functions as prescribed.
Even the safety manager does not have enough experience in aircraft operations management or aircraft maintenance as required.
Blue Sky Joint Stock Company (Bluesky) also has a series of problems such as the Executive Director and positions responsible for maintenance, safety - quality, and ground operations of Bluesky were approved by the Civil Aviation Authority of Vietnam with CAAV form 4 with signatures that are not in accordance with regulations.
The person responsible for managing and supervising flight operations and flight crew training; the person responsible for the maintenance management system has not signed a contract to work for a sufficient period of time to ensure the completion of management functions as prescribed.
In particular, Bluesky did not have the appropriate qualified personnel at its operating base to perform operational control functions. The airline also failed to properly control and maintain operations for all flights.
