From 2022, the People's Committee of Tra Bong district issued Decision No. 2545/QD-UBND on assigning agencies and units to help villages in communes with high poverty rates (over 30%). The assignment is carried out according to the principle that each year, a district-level agency will coordinate with at least one school in the commune to support and help at least one household escape poverty sustainably.
From this meaningful policy, agencies and units have joined together to support poor and near-poor households in the district to rise up. To have funds to support the poor, officials, civil servants, public employees and workers at agencies have mobilized hundreds of millions of VND to provide practical livelihood support for people.
Along with that, agencies and units have implemented many meaningful support activities such as consulting and guiding people on how to do business, consulting and introducing jobs for the poor and near-poor who are still of working age...
Mr. Do Dinh Phuong, Vice Chairman of Tra Bong District People's Committee, shared: Supporting people to escape poverty is not something that can be done overnight, but is a process. In which, arousing people's will to escape poverty is the most important. Therefore, the district implements this program so that each cadre, civil servant, public employee and each person can see that poverty reduction is a regular, continuous task that requires the cooperation of the whole society.
From the initial results in assigning agencies and units to help the poor, Tra Bong district sets a goal that from now until 2025, agencies and units will join hands to help 390 households escape poverty sustainably.
With the model of a district-level agency coordinating with a school unit in the commune and the local government to survey and select a poor household to support, helping to escape poverty sustainably. Up to now, many poor households in Tra Bong district have been supported to reduce poverty in many forms such as supporting trees, seeds, technical guidance, and job counseling. Thanks to that, many poor households have had the opportunity to rise up to escape poverty sustainably.
For example, Mr. Ho Van Da's household in Tra Luong village, Huong Tra commune has received help from 3 units: the Management Board of Investment Projects for Construction and Land Fund Development of Tra Bong district, the Organization - Internal Affairs Agency and Huong Tra Kindergarten to escape poverty. Mr. Da said: I was supported by agencies and units with breeding cows worth 15 million VND. In addition, they regularly visit and provide technical guidance on animal care, barn repair, veterinary medicine, and disease prevention. I am very happy to have the means of production and a stable livelihood.
After more than 1 year of implementation, the whole Tra Bong district has 129 agencies, organizations and units that have helped 92 households in 62 villages in 12 communes of the district escape poverty. By assigning agencies and units to help poor households escape poverty sustainably, each cadre and civil servant in agencies and units has raised their sense of responsibility and shared support for the poor. Through assessment, this is a way of providing support with an address, focus and key points, thereby contributing to helping the poor have resources and other sources of support to be able to escape poverty sustainably.
It is worth noting that the agencies and units in Tra Bong district assigned to support the poor are very responsible. Not only simply providing financial support, but the officials also roll up their sleeves, “hold hands and show them how to do things”, working with the people to help them escape poverty sustainably.
Like the story of escaping poverty of Ms. Ho Thi Huu's family, a near-poor household in Vang village, Tra Tay commune (Tra Bong). It is known that at the end of 2022, after working with the locality and surveying, agreeing to support Ms. Ho Thi Huu's family, the Tra Bong District Center for Communication - Culture - Sports and Tra Tay Primary Boarding School mobilized cadres, civil servants and public employees to contribute 9 million VND to buy breeding animals to help people; At the same time, assigned cadres to directly teach Ms. Huu how to build barns and take care of livestock.
“From the initial 2 breeding pigs, thanks to the guidance of the staff, I have now developed a herd of more than 10 pigs. From 10 chickens and 8 Muscovy ducks supported, I have also developed a poultry flock of hundreds of birds, helping me have a stable income,” Ms. Huu excitedly said.
Mr. Nguyen Cong Vinh, Director of Tra Bong District Agricultural Service Center, confided: In order for the assistance to be substantive and bring practical meaning to the people, 3 agencies and units met, discussed with households and surveyed the actual conditions of the families. From there, the Center agreed to support plants and seedlings according to the needs of each poor household.
The center assigns technical staff to regularly visit people's homes to guide them on techniques to improve the efficiency of farming and livestock raising. "Providing livelihoods is only one part, the rest must help households change their way of thinking and doing to escape poverty sustainably," Mr. Vinh added.
According to Mr. Do Dinh Phuong, supporting people does not stop at supporting plants and seeds, but poor households must know how to accumulate investment, reproduce and know how to consume products; only then can poverty escape be sustainable. Therefore, the district strives to help 390 households escape poverty sustainably by 2025 through this model.
