On the afternoon of December 19, in Hanoi, the Central Party Secretariat held a national conference to review the Party's inspection and supervision work in 2024 and deploy tasks for 2025. General Secretary To Lam chaired and directed the conference.

The conference was held directly at the Party Central Headquarters and online to 63 connecting points in provinces and cities across the country.
Quality, effectiveness and efficiency are increasingly improved.
Reporting on the results of inspection, supervision and party discipline enforcement in 2024, comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission, stated that in 2024, Party committees, party organizations and inspection commissions at all levels will continue to focus on leading and directing the successful implementation of the Resolution of the 13th National Party Congress and resolutions of party congresses at all levels; strengthen leadership, direction and comprehensive implementation of inspection, supervision and discipline enforcement tasks according to the provisions of the Party Charter with increasingly improved quality, effectiveness and efficiency. The Central Inspection Commission has advised the Politburo and the Secretariat to continue to issue regulations on inspection and supervision work, including: Decision No. 164-QD/TW, dated June 6, 2024 on promulgating the Procedure for handling denunciations against party organizations directly under the Central Committee and party members who are cadres under the Central Committee's management; Decision No. 165-QD/TW, dated June 6, 2024, promulgating the Procedure for reviewing and enforcing discipline on Party organizations and Party members under the authority of the Party Central Committee, the Politburo, and the Secretariat. The Central Inspection Commission issued Instruction No. 08-HD/UBKTTW, dated November 18, 2024, on inspection and supervision work serving Party congresses at all levels towards the 14th National Congress of the Party; submitted to the Politburo and the Secretariat 4 drafts: Regulations on controlling assets and incomes of officials under the management of the Politburo and the Secretariat; Regulations on protecting whistleblowers, fighting corruption, waste, and negativity; Regulations on declassifying information on inspection, supervision, and Party discipline work; Regulations on the mechanism for detecting, preventing, and stopping violations by Party organizations and Party members.
In 2024, Party committees at all levels inspected 55,075 Party organizations and 308,028 Party members (including 72,716 Party committee members, accounting for 23.61%). Through inspection, it was concluded that 53,346 Party organizations and 301,970 Party members performed well in the inspection contents; 1,709 Party organizations and 6,058 Party members had shortcomings and violations; 35 Party organizations and 189 Party members had to be disciplined; 7 Party organizations and 136 Party members were disciplined.
Inspections were conducted when there were signs of violations against 344 party organizations and 2,379 party members, including 785 committee members (accounting for 33%). Through inspections, it was concluded that 233 party organizations had violations, 98 party organizations had to be disciplined, 71 party organizations had been disciplined; 1,934 party members had violations, 1,326 party members had to be disciplined, 1,210 party members had been disciplined.
Inspection Committees at all levels have inspected 3,133 party organizations and 8,123 party members when there were signs of violations, including 4,512 committee members (accounting for 55.6%). Through inspection, it was concluded that 2,228 party organizations and 6,685 party members had violated; 262 party organizations and 2,716 party members had to be disciplined; 191 party organizations and 2,345 party members were disciplined.
Inspection Committees at all levels inspected the implementation of inspection and supervision tasks for 33,546 party organizations; concluded: 1,854 party organizations have not performed well the inspection and supervision tasks; 1,574 party organizations have not performed well the leadership and direction of the implementation of inspection and supervision tasks and 518 party organizations do not have an inspection and supervision program. Inspected the implementation of discipline for 18,649 party organizations; concluded: 17,978 party organizations (accounting for 96.4%) performed well. Inspected party finances for 3,188 party organizations on budget revenue and expenditure, production and business, and inspected 12,574 party organizations and 316,442 party members on the collection, payment, management and use of party fees. Inspected and supervised the declaration of assets and income for 2,825 party members; Through inspection and supervision, it was concluded that 591 party members had violations and shortcomings; disciplinary action was taken against 5 party members.
In carrying out the monitoring task, Party committees at all levels supervised 42,843 Party organizations and 148,632 Party members, including 47,365 Party committee members (accounting for 31.87%). Through monitoring, it was concluded that 1,239 Party organizations and 2,905 Party members had violations and shortcomings, and 7 Party organizations and 62 Party members were transferred for inspection when there were signs of violations...
The Central Inspection Commission and the Inspection Commissions of localities and units have comprehensively carried out the tasks prescribed by the Party Charter and the tasks assigned by the Politburo, the Secretariat, and the Central Steering Committee on anti-corruption, waste, and negativity, with a huge workload and very high requirements. Notably, the innovation in methods, determination, and drastic leadership, direction, and organization of inspections of party organizations and party members related to cases and incidents monitored and directed by the Steering Committee. Up to now, the Central Inspection Commission and the Inspection Commissions at all levels have inspected, concluded, handled, and proposed strict and timely handling of party organizations and party members who violated the Party Charter, including many high-ranking officials of the Party and the State.
The coordination between Inspection Committees at all levels and functional agencies is increasingly timely and close, contributing positively to improving the effectiveness, efficiency and quality of inspection, supervision and discipline enforcement work of the Party.
At the Conference, delegates listened to 5 comments from the Standing Committee members of the Central Party Committee. The comments presented experiences and proposed specific solutions to effectively carry out inspection and supervision tasks. Speaking at the Conference, General Secretary To Lam commended the achievements of Party committees and Inspection Committees at all levels in the Party's inspection and supervision work since the beginning of the term as well as in 2024. The important results in the inspection and supervision work of the Party's inspection sector in recent times have had a great effect in warning, alerting, deterring, preventing and stopping early and remotely violations of Party organizations and Party members, especially the degradation of political ideology, ethics, lifestyle, corruption, waste, negativity, group interests, "self-evolution", "self-transformation"; enhancing the responsibility of heads of Party committees, Party organizations and cadres and Party members, contributing to the work of building a clean and strong Party, strengthening solidarity and unity within the Party and perfecting institutions and policies.
Pointing out a number of limitations and shortcomings to urgently overcome and correct, the General Secretary emphasized that the period from now until the end of the term is a very important period to complete the tasks of the Resolution of the 13th National Party Congress, Resolution No. 18, Session XII on streamlining the political system's apparatus, operating effectively and efficiently, and the Central Committee's resolutions on Party building and rectification; preparing for Party congresses at all levels towards the 14th National Party Congress. In the coming time, it is necessary to continue to synchronously implement solutions to prevent violations and negativity; strictly handle violations on the principle that if there are violations, they must be concluded and handled, with no forbidden areas and no exceptions; and strengthen the building of a clean and strong Party to meet the requirements and tasks in the new situation.
General Secretary To Lam requested Party committees, Party organizations and Inspection Commissions at all levels to focus on performing well a number of key tasks. In particular, urgently arrange and streamline the Party and State apparatus, including the Inspection Commission, in a synchronous and unified manner to meet the requirements of new tasks; streamline the apparatus along with restructuring the organization and inspection staff at all levels to ensure adequate qualities and capacities, equal to the tasks.
The Central Inspection Commission urgently studies and reviews to advise on timely amendments and supplements to the Party's regulations on inspection and supervision work in accordance with the new Party organization model nationwide; ensuring proper authority, functions and tasks; properly implementing the principle that wherever there are activities of Party organizations and Party members, there must be inspection and supervision, not leaving any areas or fields vacant. Advise on the development and promulgation of coordination regulations between the Central Inspection Commission and a number of Party organizations immediately after completing the project to rearrange and streamline the apparatus.
Continue to strongly innovate inspection and supervision methods and approaches; promote digital transformation and apply information technology to further improve the quality, effectiveness and efficiency of inspection, supervision and discipline work of the Party. Proactively advise the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels to lead, direct and organize the effective implementation of the 2025 program and plan, effectively carry out self-inspection and supervision at the local level and unit; promptly remind, warn, prevent and stop violations early and from afar; the implementation process must strictly follow the principles, methods and regulations on inspection and supervision work of the Party.
The Party Inspection Department actively participates in the process of drafting documents to be submitted to the 14th National Party Congress and the Sub-committees and Working Groups to prepare for Party Congresses at all levels. The Inspection Committees at all levels focus on advising Party Committees, inspecting and supervising the research, dissemination and implementation of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress, Resolution No. 18; assessing personnel related to the congress and personnel of the Inspection Committees at all levels serving the congress; focusing on implementing the key task of inspecting Party organizations and Party members when there are signs of violations, thoroughly resolving denunciations and complaints, especially those related to personnel of the next Party Committee before organizing the Congress.
Seriously, promptly and effectively implement the directions of the Politburo, the Secretariat, and Party committees at all levels; the directions and conclusions of the Central Steering Committee on preventing and combating corruption, waste and negativity; focus on inspecting and strictly handling Party organizations and Party members who violate the law, especially in cases and cases under the supervision and direction of the Steering Committee.
General Secretary To Lam emphasized that the tasks of Party building and inspection and supervision that need to be carried out from now until the 14th National Party Congress are very large and face many difficulties and challenges.
