In particular, the support level for poor and near-poor households is 100% of the support level of the policies; the remaining subjects are 80% of the support level of the policies stipulated in the Resolution. With this level of support, patients will have an amount to pay for expenses outside the list of health insurance payments.

In the hallways of medical units where there are patients on dialysis and thalassemia, there are women who occasionally pull their shirts to wipe away tears, men who turn away to hide their red eyes, and innocent eyes looking at friends through the hospital room windows. Chronic kidney failure and thalassemia have drained them and their loved ones of their health and money.
Quickly finishing a bowl of rice to take care of her husband who is undergoing dialysis at the Na Hang District Medical Center, Ms. Hoang Thanh Le, Son Phu Commune (Na Hang) said that her husband was diagnosed with end-stage renal failure in early 2017. Since then, she has taken her husband to the Na Hang District Medical Center for dialysis twice a week, sometimes three times a week. Recently, because her husband's illness has become increasingly severe, the doctor ordered him to be hospitalized for treatment, so the couple had to pack up and move here.
When asked about the cost of treatment, she said that everyone who undergoes dialysis here has a health insurance card, but still has to pay for the dialysis equipment. Her family is poor, so the cost of medicine and food weighs heavily on them every day. In 2023, thanks to the support policy of the Provincial People's Council, her husband and hundreds of other kidney failure patients being treated here have somewhat reduced the difficulty in treatment costs. In early July, she received 3 months of support money with an amount of nearly 2 million VND. This money is the motivation for her husband to continue treatment - Ms. Le said.

Holding in her hand the amount of nearly 1.5 million VND from the first 2 months of the year supported by Resolution No. 25 of the Provincial People's Council, Ms. Ma Thi Nhung, a patient on dialysis at the Provincial General Hospital, had tears in her eyes as she talked about her situation. She has been on dialysis for 15 years now, since she discovered her illness and that was also 15 years she lived away from her family. In the early days when she found out she had kidney failure, everything seemed to collapse. Her parents were old, her family was poor, she was sick, many times she thought of giving up, but seeing her parents trying for her, she had more motivation to fight the disease.
She said that because her family was poor, on the days she was not on dialysis, she went around collecting scrap and making toothpicks to earn money to support herself. She said: Every day, I go out to collect and make toothpicks, I try to earn a few tens of thousands of dong to pay for rent, medicine and food. On days when I am tired, I stay home and eat food given by benefactors like noodles and milk to get through the day. Now that the State has supported some expenses such as accommodation, food, and treatment costs beyond the scope of the health insurance fund, patients like her seem to have more motivation to fight the disease.
More motivation
At the Pediatrics Department of the Provincial General Hospital, dozens of children are waiting for regular blood transfusions. Each needle and tube is prepared by the nurses. The children sit very well, their innocent eyes occasionally looking for relatives. Some children are too young to fully understand the dangers of the disease they are suffering from, only knowing that they have to “visit” the hospital 2-3 times a month.
Approaching the bed in the corner of the wall, I heard Mr. Tran Van Hoan, Tan Tien commune (Yen Son) tell that when they got married, the couple and both families were looking forward to having grandchildren to hold. Then, one after another, their 3 children were born to the joy of the whole family. The children were born healthy like any other children. The first child, who turned 20 years old this year, was still healthy, but when the second and third children were 3 years old, their skin became dark and pale, then they cried and ate poorly. The family took them to the doctor, who concluded that they had congenital hemolytic anemia. "If only it were now, it would be too late, but I just hope for a miracle so that my children can be healthy," Mr. Hoan shared. Speaking of this, he could not hold back his emotions, two streams of tears fell.

Unstable income, the cost of medical treatment and medicine for the child is not small, so the family is always in a difficult situation. Thanks to the province's own support policy, each month his family has an additional amount to reduce the burden on the family, his family is very happy, this is like a gift that gives more motivation to his family.
Doctor La Dang Tai, Deputy Director of the Department of Health, said that after Resolution 25/2022/NQ - HDB was issued, the Department of Health has so far received over 600 records, including over 500 records of patients with chronic kidney failure requiring periodic hemodialysis and nearly 100 records of patients with congenital hemolytic anemia. As of the end of August 4, the Department of Health has paid over 150 million VND to patients on hemodialysis and nearly 12 million VND to patients with congenital hemolytic anemia, the remaining records are still being reviewed.
It can be said that this support policy is a “medicine” for patients undergoing treatment for chronic kidney failure requiring periodic hemodialysis and congenital hemolytic disease. Thereby, it encourages the spirit, adds motivation, and brings joy to patients who are facing difficulties in life.
