Deputy Prime Minister Le Minh Khai attended the 29th Future of Asia Conference and paid a working visit to Japan from May 22 to 25, 2024.
Accordingly, at the meeting with Governor of Gunma Prefecture Yamamoto Ichita, Deputy Prime Minister Le Minh Khai emphasized the potential for local cooperation between the two countries when the two sides have established more than 100 pairs of relations and local cooperation is identified as one of the important pillars that need to be strongly promoted within the framework of the new relationship - Comprehensive Strategic Partnership.

Deputy Prime Minister Le Minh Khai welcomed and highly appreciated the determination, efforts and initiatives of the Governor, as well as the Gunma provincial government, in promoting multifaceted relations with Vietnam in recent times.
At the same time, the Deputy Prime Minister suggested continuing to pay attention to promoting the province's enterprises to invest more in Vietnam in areas where the province has strengths such as manufacturing, high-tech agriculture, tourism, etc.; implementing cooperation with Vietnamese localities, including Ha Nam province; strengthening cooperation in human resource training, expanding the reception of Vietnamese interns and workers; paying attention to and supporting the community of nearly 15,000 Vietnamese people living, studying and working conveniently in the province.
As the locality with the largest proportion of Vietnamese people in the population among localities in Japan, Governor of Gunma Prefecture Yamamoto Ichita highly appreciated the contribution of the Vietnamese community to the socio-economic development of Gunma Prefecture and the promotion of friendly cooperation between Gunma and Vietnam. Governor Yamamoto Ichita affirmed that he will actively promote the implementation of commitments, memorandums of understanding, and cooperation agreements to strengthen the friendly cooperation between Gunma Prefecture and ministries, branches, and localities of Vietnam.
For more information, Gunma Governor Yamamoto Ichita said that Gunma Prefecture's businesses' investment in Vietnam currently reaches more than 8 billion Japanese yen (equivalent to about 60 million USD) and the Governor will lead a business delegation to Vietnam in 2024 to further promote Gunma Prefecture's businesses' investment in the fields of information technology and digital transformation.

At the meeting with Deputy General Director of Idemitsu Corporation Sakai Noriaki, Deputy Prime Minister Le Minh Khai welcomed and highly appreciated the efforts of Idemitsu Corporation in implementing investment and cooperation activities in Vietnam in recent years, especially in its role as a capital contributor to the Nghi Son Refinery and Petrochemical Complex Project (NSRP).
The Deputy Prime Minister suggested that the Group continue to strengthen and expand its investment and business activities in Vietnam, especially in areas where the Group has strengths such as energy conversion; enhance cooperation, support technology transfer, and help Vietnamese enterprises participate more deeply in the regional and global supply chains.
According to Deputy General Director of Idemitsu Corporation Sakai Noriaki, Vietnam is currently the largest investment destination of the Corporation worldwide with 7 fields. At the same time, he affirmed that Idemitsu Corporation will expand its investment and business in Vietnam; continue to cooperate closely with the Vietnam Oil and Gas Group (PVN) and related parties in promoting the Nghi Son Refinery and Petrochemical Complex Project to operate effectively and stably, bringing harmonious benefits to all parties.

At the meeting with MOECO General Director Harada Hidenori, Deputy Prime Minister Le Minh Khai welcomed and highly appreciated the efforts of Mitsui Oil Exploration Co., Ltd (MOECO) and its joint venture partners in implementing investment and cooperation activities in Vietnam in recent times, including the Block B Power - Gas Project Chain and the O Mon III Thermal Power Plant Project.
The Deputy Prime Minister highly appreciated the Group's major investment orientations in Vietnam to contribute to the stable energy supply, zero net emissions, FDI expansion, and labor cooperation. At the same time, he suggested that MOECO expand its investment and business activities in Vietnam to match MOECO's financial potential and technological level; strengthen cooperation and support technology transfer to Vietnam.
MOECO General Director Harada Hidenori also expressed his delight at MOECO's participation in large-scale energy projects that are important to Vietnam's socio-economic development, such as the Lot B - O Mon Power - Gas Project Chain and O Mon III Thermal Power Plant.
Mr. Harada Hidenori affirmed: MOECO will continue to closely coordinate with the Vietnam Oil and Gas Group and relevant ministries and branches to soon implement projects, ensuring progress, quality and efficiency.
