Minister Nguyen Hong Dien received the Japanese Ambassador to Vietnam

On February 10, in Hanoi, Minister Nguyen Hong Dien had a meeting and worked with Mr. Ito Naoki - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.


Attending the meeting, on the Vietnamese side, there were representatives of the leaders of the following units: Asia - Africa Market Department, Electricity and Renewable Energy Department, Ministry Office. Participants on the Japanese side included Ambassador Watanabe Takakazu and officials from the Embassy of Japan in Vietnam.

Good bilateral relations

At the reception, Minister Nguyen Hong Dien welcomed Ambassador Ito Naoki as the first international guest the Minister officially worked with at the Ministry of Industry and Trade in 2025.

The Minister emphasized that the Ministry of Industry and Trade always appreciates the role of the Ambassador and the Embassy of Japan in Vietnam in being a bridge to promote cooperation between ministries, branches, localities and businesses of the two countries.

In the context that Vietnam and Japan have upgraded their relationship to “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World” in 2023, Minister Nguyen Hong Dien affirmed: The Ministry of Industry and Trade will continue to closely coordinate with Japanese partner ministries and sectors to deepen cooperation between the two countries in the fields of industry, trade and energy, and hopes to continue receiving support from the Embassy of Japan in this cooperation process.

Also during the meeting, Ambassador Ito Naoki expressed his gratitude to the Minister and the Ministry of Industry and Trade for their regular and active support to the Embassy of Japan in Vietnam and the activities of Japanese enterprises in Vietnam in recent times.

The Ambassador also appreciated the role of the Ministry of Industry and Trade in the development of Vietnam's economy as well as in the development of economic, trade and investment cooperation between Vietnam and Japan.

Agreeing with the Minister's opinion, the Ambassador affirmed that he will, together with the staff of the Japanese Embassy in Vietnam, continue to actively contribute to the cooperation and development of bilateral relations between the two countries.

Promote cooperation in many fields

To continue facilitating Japanese enterprises to invest and do business in Vietnam, Ambassador Ito Naoki hopes that the Ministry of Industry and Trade will actively coordinate with the Japanese side to implement cooperation within the framework of AZEC to promote LNG thermal power plant projects; promptly carry out procedures to abolish ENT (economic needs testing activities according to Vietnamese law, applicable to foreign-invested economic organizations establishing a second or more retail facility in Vietnam) according to the CPTPP agreement; support to complete liquidation procedures for the Phu My 2.2 and Phu My 3 Thermal Power BOT projects.

Minister Nguyen Hong Dien affirmed that LNG power projects play an important role in ensuring electricity supply for the country's economy as well as for each region and locality.

The Ministry of Industry and Trade acknowledges the interest and desire of Japanese enterprises to invest in LNG thermal power plant projects in Vietnam, and will actively coordinate with the Japanese side in the process of implementing activities within the framework of AZEC related to LNG.

Minister Nguyen Hong Dien wished Ambassador Ito Naoki a successful term, contributing to fostering the good Comprehensive Strategic Partnership between Vietnam and Japan to develop even more strongly in the future.

Regarding the abolition of ENT under the CPTPP agreement, Minister Nguyen Hong Dien acknowledged the Ambassador's proposal and said that the Ministry of Industry and Trade will try to speed up related procedures, thereby amending legal documents to guide the implementation of commitments related to ENT in the CPTPP and other commitments.

Along with that, Minister Nguyen Hong Dien welcomed the successful handover of the Phu My 2.2 BOT Project to Vietnam Electricity Group in February 2025, expecting that the plant will continue to be operated and exploited effectively, contributing to ensuring national energy security and stabilizing the power system, serving socio-economic development and the needs and interests of the people. The Ministry of Industry and Trade will also consult with relevant units so that the liquidation of the Phu My 3 BOT Project will be completed soon.

At the end of the meeting, Minister Nguyen Hong Dien wished Ambassador Ito Naoki a successful term, contributing to fostering the good comprehensive strategic partnership between Vietnam and Japan to develop even more strongly in the future.
